NOTICE OF RECEIPT OF AN UNSOLICITED PPEA PROPOSAL
– Public-Private Education Facilities and Infrastructure Act –
NOTICE IS HEREBY GIVEN that the Board of Supervisors of Tazewell County, Virginia has received an unsolicited conceptual proposal pursuant to the Public-Private Education Facilities and Infrastructure Act of 2002, as amended (Virginia Code Ann. § 56.575.1 et seq.) and the local PPEA policies, for the purchase of Tazewell County Public Service Authority Assets. Said unsolicited proposal was received on November 19, 2025. A public copy of the unsolicited proposal is available for review at: https://tazewellcountyva.org/ and it is posted at the Tazewell County Courthouse on Main Street in the Town of Tazewell, Virginia.
The proposal involves the acquisition of water and/or sewage utility for the purpose of providing safe, clean, and reliable water and sewage service for Tazewell County residents and customers of the Tazewell County Public Service Authority in an efficient and cost-effective manner.
In accordance with the PPEA, the Board of Supervisors of Tazewell County is soliciting competing proposals for this project. Seven (7) copies, in sealed containers, of any competing proposal must be received not later than Friday, May 15, 2026 at 4:00 p.m. All seven (7) copies must be clearly marked "Tazewell County PSA Assets Proposal / Attention County Administrator." All such competing proposals must conform to the PPEA and the local PPEA Guidelines. Proposals shall be submitted to the Office of the County Administrator of Tazewell County, 197 Main Street, Tazewell, Virginia 24651; Attention: Eric Young, County Administrator. Proposals may not be sent by e-mail – any proposal submitted electronically shall not be considered.
Any proposer must certify that they do not and will not discriminate amongst their employees, agents, or subcontractors on the basis of race, sex, color, religion, or national origin. Owners of small businesses and Businesses owned by minorities, women, or veterans are encouraged to apply.
The proposals shall be opened at Friday, May 15, 2026 at 4:30 p.m. Thereafter, the designated Tazewell County Administration staff shall review the proposal, in accordance with Tazewell County's PPEA procurement process to determine whether the proposals are responsive to this Notice, whether the proposers are responsible proposers, and whether the proposals are feasible. Thereafter a committee appointed by the Board of Supervisors shall evaluate the proposals that said staff have deemed responsive, responsible, and feasible. The said Committee's evaluation may include an interview of any or multiple proposers.
The Board of Supervisors of Tazewell County reserves the right to reject any and all proposals and is not obligated to enter into any agreement as a result of this Notice. This Notice is published in accordance with the PPEA and the local PPEA policies. Should this concept be advanced, a full public process will follow.
The non-refundable deposit to submit a competing proposal is Two Thousand Dollars ($2,000.00) – the deposit is due prior to Friday, May 15, 2026.
