NOTICE
City of Glen Dale
Notice is hereby given that the City of Glen Dale, a municipal corporation, will hold a hearing before the final vote on a proposed ordinance, the principal object of which is the increase of water rates for customers of the water system operated by the City of Glen Dale. The title of such ordinance is “An Ordinance to Increase Water Rates”. The rates and charges being propsed are:
(a) Applicability – Applicable within the entire territory served.
(b) Availability – Available for general domestic, commercial and industrial water service.
(c) Rates – (Customers with metered water supply)

First 2,000 gallons per month $10.55 per 1,000 gallons
Next 3,000 gallons per month $5.50 per 1,000 gallons
Next 5,000 gallons per month $4.79 per 1,000 gallons
All over 10,000 gallons per month $4.33 per 1,000 gallons

(d) Minimum Charge – No bill shall be rendered for less than $21.10 per month.

(e) Delayed Payment Penalty – The above schedule is net. On all accounts not paid in full when due, ten percent (10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is only to be collected once for each bill where it is appropriate.
(f) Tap Fee – The following charges are to be made whenever the utility installs a new tap to serve an applicant.
(g) Reconnection – A reconnection fee of $50.00 is to be charged whenever the supply of water is turned off.
(h) Returned Check Charge – A service charge equal to the actual bank fee assessed to the City of a maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by their bank.
(i) Leak Adjustment – $1.71 per 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all such unusual consumption above the customer’s historical average usage.
(j) Security Deposit – Not to exceed one-twelfth (1/12) of the annual estimated charge for residential service or one-sixth (1/6) of the annual estimated charge for commercial service or $50.00, whichever is greater.
(k) Public Fire Protection Service
(1) The fee for a public fire hydrant is $32.50 per month
(2) The City shall pay a public fire service fee of $1,657.50 per month which shall cover all of the hydrants and fire facilities existing within
the City.
(3) All of the public hydrants located outside of the City shall be paid for
by the users who are located outside of the City on a pro-rated basis.
(l) Private Fire Protection Service – Where connections, hydrants, sprinklers, etc., on private property are maintained by consumer:

The final vote on adoption of said prososed ordinance shall be held in the Council Chambers of the City of Glen Dale, City Hall, 402 Wheeling Avenue, Glen Dale, West Virginia on May 11, 2015, at seven thirty (7:30) p.m. Interested parties may appear and be heard at such time with respect to the passage of the proposed ordinance. The ordinance will not take effect sooner than forty five days after final passage or adoption. Copies of the proposed ordinance are available at the Office of the Clerk, City Hall, in Glen Dale.
