Activity in a 100-Year Floodplain

This is to give notice that the Town of Davy, under Part 58, has determined that the following proposed action under the Davy Sanitary Sewer Project Step I and associated HUD funding sources is located within the 100-year floodplain. The Town of Davy will be identifying and evaluating practicable alternatives to locating the action within the floodplain and will assess the potential impacts of the proposed action on the floodplain, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR Part 55.20, Subpart C, Procedures for Making Determinations on Floodplain Management.
The Davy Sewer Step I Project consists of construction of a new wastewater collection and treatment system in McDowell County, West Virginia. The project will include installation of approximately 60,000 linear feet of sewer line, service connections, grinder pumps, multiple lift stations, and a package wastewater treatment facility. These improvements are intended to eliminate failing septic systems and direct discharges, improve water quality, and provide reliable wastewater service to approximately 95 residential users. The project area involves an estimated 20 to 35 acres of disturbance primarily within existing roadway rights-of-way and previously disturbed corridors, with a small treatment plant site located within the floodplain along the Tug Fork River.
There are three primary purposes for this notice. First, individuals who may be affected by activities within the floodplain and those who have an interest in the protection of the natural environment are encouraged to express their concerns and provide information. Commenters are encouraged to suggest alternative sites outside of the floodplain, alternative methods to accomplish the same project purpose, and measures to minimize or mitigate potential impacts. Second, this notice serves as an important public information tool to raise awareness regarding floodplain management and to support Federal efforts to reduce risks associated with development in flood-prone areas. Third, as a matter of fairness, when the Federal government participates in actions located within a floodplain, it must inform those who may be affected or placed at risk.
