NOTICE OF PUBLIC HEARING #2 Gallia County intends to apply to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) Program, a federally-funded program administered by the state. The County is eligible for up to $500,000 of Program Year 2026 CDBG Critical Infrastructure Grant Program funding, provided the county meets applicable program requirements. On March 24, 2026, the county conducted its first public hearing to inform the citizens and local officials about the CDBG program, how it may be used, what activities are eligible, and other important program requirements. Based on both citizen input and local officials’ assessment of the county’s needs, the county is proposing to rate and choose from the following submitted CDBG activities for Program Year 2026: Rio Grande Village – Wastewater Collection System Improvements Project – National Objective: LMI Area Benefit – Grant Request $500,000 ($470,000 project + $30,000 admin), local matching funds $534,000 Gallia County Clearview Estates WWTP Upgrades Project – National Objective: LMI Area Benefit – Grant Request $500,000 ($470,000 project + $30,000 admin), local matching funds $400 If selected all projects listed above can be completed between Sept 2026 – August 2028 A second public hearing will be held Thursday, May 14, 2026 at 11:00 A.M. for the Critical Infrastructure Program Grant in the Gallia County Commissioners Office in the Gallia County Courthouse, Gallipolis, Ohio to give citizens an adequate opportunity to review and comment on the county’s proposed CDBG Applications, including the proposed activities summarized above, before the county submits its Application to the Ohio Department of Development.
