IMPROVEMENTS
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Wastewater Treatment Plant and System Improvements project will be received by the Tyler County Public Service District at their office located at the Rt. 2 North, Friendly, WV 26146 (mailing address PO Box 138, Friendly, WV 26146) until 11:00 a.m. local time on March 3, 2020, at which time the Bids received will be publicly opened and read.
Separate Bids will be received for Contract No. 1 – Wastewater Treatment Plant and System Improvements. The method of bidding will be as follows:
CONTRACT #1 – WASTEWATER TREATMENT PLANT AND SYSTEM IMPROVEMENTS:
Lump sum contract consisting of all work necessary to complete upgrades to two existing wastewater treatment facilities, Friendly WWTP and Ben’s Run Package Plant, and the vacuum collection system. The Friendly WWTP improvements include site piping and valve replacements, water meter and backflow preventer installed in a new vault, miscellaneous concrete repairs, replacing the sewage transfer pumps, valves and piping in the operations building, installing a manual bar screen, installing covers for the oxidation ditch rotors, replacing the weirs in the clarifiers, replacing the blower, installing gates and pump in the chlorine contact chamber, installing filter media and drains in the sludge drying beds, providing a new polymer system, miscellaneous electrical work including replacing components in the motor control center, decommissioning the existing vacuum system control panel and installing a new vacuum system control panel, SCADA system, back-up power generator, improvements to the operations building including a new furnace and water heater, and site work; the Ben’s Run Package Plant improvements include replacing the sewage transfer pumps, valves and piping, miscellaneous electrical work including replacing components in the motor control center, decommissioning the existing vacuum system control panel and installing a new vacuum system control panel, and replacing the entrance door; the vacuum collection system improvements include installing cast iron lids and replacing the controllers in the vacuum pits throughout the collection system; and other incidental work required for a complete operating wastewater treatment plant and collection system.
The Issuing Office for the Bidding Documents is: Cerrone Associates, Inc., 97-14th Street, Wheeling, WV 26003. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00AM – 5:00PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.

An OPTIONAL pre-bid meeting will be held at 10:00 am on February 10, 2020 at the Tyler County PSD office on Route 2 North in Friendly, WV.
A five percent (5%) Bid Bond or certified cashier’s check must accompany all bids. The Owner reserves the right to waive any informalities or to reject any or all bids. No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, Related Agencies Appropriations Act, 2017) and subsequent statues mandating domestic preference applies an American Iron and Steel Requirement to this project. All listed iron and steel products used in this project must be produce in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimus and minor components waiver apply to this contract.
