REQUEST FOR STATEMENTS OF QUALIFICATION
FOR COMMISSIONING AUTHORITY SERVICES
A NEW SUNCREST MIDDLE SCHOOL PROJECT
Monongalia County Schools is seeking expressions of interest from qualified individuals or firms to serve as Commissioning Authority (CxA) for the HVAC Scope at the New Suncrest Middle School, a jointly funded project between the School Building Authority of WV and Monongalia County Schools. The New Suncrest Middle School will be located in Morgantown, West Virginia.
The work shall include all services to be in accordance with the Scope of Commissioning Work. These services must have a West Virginia Registered Engineer on their team.
Qualified firms are invited to submit one hard copy of their expressions of interest, to include a statement of qualifications, performance exhibits, WV school project CxA experience and other relevant information no later than 2:00 p.m. on May 29, 2026 at the office of the Monongalia County Schools at 1751 Earl L. Core Road, Morgantown, West Virginia 26505 attention Mrs. Nicole Kemper, Chief School Business Officer/Treasurer. In addition to the hard copy, a pdf must be emailed to Mrs. Nicole Kemper at [email protected], Mr. Gillespie, at [email protected], as well as to the Architect, Mr. Greg Martin at [email protected].

The Owner’s will evaluate the submitted statements of qualifications and determine the most qualified person or firm to be the Commissioning Agent. Monongalia County Schools shall then enter into fee negotiations with the highest ranked firm. In the event that an agreeable fee cannot be negotiated with the highest ranked firm, negotiations shall cease with this firm, and open negotiations with the second most qualified firm, and continue with other firms as necessary until negotiations are successfully concluded.
The Owner reserves the right to reject any and/or all statements from interested firms received and to make the award to a firm in any manner deemed by it, in its sole discretion, to be in the best interest of Monongalia County Schools and in accordance with WV Code 5G-1-4.
