Activity:
To acquire, operate, and maintain the Town of Star City’s collection system into the Morgantown Utility Board’s permit. These facilities serve a population equivalent of approximately 2,100 persons in the Town of Star City and environs and convey wastewater to the City of Morgantown’s wastewater treatment plant for ultimate treatment and discharge to the Monongahela River at Mile Point 98.2.

Compliance with the Combined Sewer Overflow terms and conditions of the permit shall be attained in accordance with the provisions of Administrative Order No. 6684, issued September 16, 2009, and any amendments, thereto.
On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. The public comment period begins May 20, 2026 and ends June 19, 2026.
Comments received within this period will be considered prior to acting on the permit modification application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit Modification(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit modification and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV, between 8:00 a.m. and 4:00 p.m. on business days.
