STATE OF WEST VIRGINIA DEPARTMENT OF ENVIRONMENTAL PROTECTION DIVISION OF WATER AND WASTE MANAGEMENT PUBLIC NOTICE Public Hearing for Monarch Cloud Campus LLC’s application for coverage under General WV/NPDES Water Pollution Control Permit (No.WV0116815) – Registration No. WVR312628 Public Notice No.: LMD-076-2026 Public Notice Date: May 15, 2026 Publication: River Cities Register (May 15, 2026) The West Virginia Department of Environmental Protection’s Division of Water and Waste Management is holding an in-person public hearing on Monarch Cloud Campus LLC’s application for coverage under General WV/NPDES Water Pollution Control Permit (No.WV0116815) – Registration No. WVR312628. The application proposes for the discharge of treated stormwater associated with a 556.5 acre earth disturbance project for the installation of natural gas pipelines in Putnam and Mason counties. The project will discharge treated stormwater into tributaries of Threemile Creek and Eighteenmile Creek of the Kanawha River and Tenmile Creek of the Ohio River. The hearing is scheduled from 6 to 8 p.m. on Monday June 15, 2026 at the Mason County Courthouse, located at 200 Sixth Street Point Pleasant, WV 25550. The WVDEP will provide information and answer questions related to the application to open the hearing. The remaining time will be dedicated to receiving official comments from the public, as required by state code. Written comments may also be submitted in addition to comments provided at the hearing. The public comment period for this proposed activity began on April 2, 2026 and ends at 5 p.m. on June 25, 2026. Comments received within this period will be considered prior to the agency taking final action on the application.
