General Notice
The Wheeling Mount Zion Cemetery Corporation (Owner) is requesting sealed bids for the following Project:
Mount Zion Cemetery – Gravestone Restoration – Phase 3a – Front Right Section
Bids for the construction of the Project will be received by the Bel O Mar Regional Council, acting on behalf of the Owner, at:

until Thursday, May 15, 2026 at 12:00 PM (local time), at which time the bids received will be publicly opened and read aloud.
Project Description
The Project consists of gravestone restoration work necessitated by landslide related displacement at Mount Zion Cemetery, including but not limited to:
– Resetting and realignment of gravestones within a designated restoration area
– Base evaluation, repair, and reconstruction where required
– Removal, gentle cleaning, and temporary storage of displaced gravestones
– Site restoration and stabilization of disturbed grave sites
The Work is limited to the Designated Restoration Area and associated storage areas as defined in the Contract Documents.
All work shall be fully completed no later than June 17, 2026, in accordance with the Contract Documents.
Bidding Documents
Bidding Documents will be available for examination and distribution exclusively from the Bel O Mar Regional Council.

Bidding Documents will be furnished at no cost and will not be distributed by the Engineer or any other entity.
Bid Security and Contract Requirements
Bid security shall be furnished in accordance with the Instructions to Bidders.
State Legal and Administrative Requirements
All bidders must comply with applicable West Virginia laws and regulations, including but not limited to:
– West Virginia Contractor Licensing Act – WV Code Section 30 42 12
– West Virginia Drug Free Workplace Act – WV Code Section 21 1D 5 – (Affidavit required with bid submittal)
– Any other requirements deemed critical by the Contract Documents
The Owner reserves the right to reject any and all bids, to waive informalities, and to accept the bid deemed most favorable to the Owner.
Bid Conditions
Bids received after the scheduled closing time will be returned unopened.
Bids submitted by contractors who do not attend the mandatory pre bid conference will be rejected as non responsive.

Parking will be available at the chapel. Only bidders attending the pre bid conference and signing the attendance sheet will be eligible to submit a bid.
