ADVERTISEMENT FOR BIDS

The McDowell County Commission invites qualified contractors to submit sealed bids for the McDowell County Courthouse Window Restoration according to Bidding Documents prepared by ZMM Architects and Engineers. Sealed bids will be received at the offices of the McDowell County Clerk's Office, 90 Wyoming Street, Welch, West Virginia 24801 until 12:00 PM, local time, on Wednesday June 10, 2026 at which time and place the bids will be publicly opened and read. Bids must be clearly marked “Sealed Bid- McDowell Courthouse Window Restoration Bid”.

This project is funded from Cycle 23 of the West Virginia Courthouse Facilities Improvement Authority.

A pre-bid conference will be held at 1:30 PM local time, on June 2, 2026 at the McDowell County Courthouse, 90 Wyoming Street, Welch, West Virginia. Attendance at pre-bid conference is mandatory for prime contract bidders only.

Bidding Documents can be obtained by one of the following methods:

1. Prime Contract Bidders only may contact ZMM Architects and Engineers Attn: Receptionist; [email protected] and request information to access the firm's online F.T.P. site for the McDowell County Courthouse Window Restoration project. Once access is gained, Bidder's can download Bidding Documents in the form of PDF files at no charge. Requests for access to documents must be made by email, and those requests received through mail, telephone, fax transmission, or other online communications will not receive a response.

2. Hard Copies may be obtained from Charleston Blueprint (304-343-1063) by General Contractors, Subcontractors, material suppliers and dealers by paying the actual cost of printing, binding and mailing; however such cost is not refundable.

Bidding documents may be examined at Viewing Depositories listed in the Bidding Documents.

Each bid shall be accompanied by a bid bond, made payable to the Owner, in the amount of five percent (5%) of the base bid, in accordance with the Instructions to Bidders.

Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the award of contract for this project. Apparent low bidder will be required to submit proof of registration prior to contract award.

All bidders are required to be licensed to perform work in the State prior to the award of contract for this project as required by Chapter 21, Article 11, of the Code of West Virginia. Each Bidder's West Virginia Contractor license number shall be provided prior to contract award.

The Owner reserves the right to reject any or all bids, the right to waive minor informalities and procedures in bidding, and the right to withhold final award of contract for 60 days after opening bids.

The bidder to whom the contract is awarded shall execute and deliver to the Owner within 10 days after the award, and before signing the contract, a Performance Bond and Payment Bond utilizing the bond forms bound in the Project Manual each in a penal sum equal to at least the contract sum and the cost of such bonds shall be included in the bid.
