COMFORT HOUSE ROOF
REPLACEMENT PROJECT
CHANGE, Inc., is accepting sealed proposals in response to a Request For Bids (RFB) to complete a total roof placement on its Comfort House facility located at 3245 West Street, Weirton, WV 26062. Individual/business must be a licensed contractor in the state of West Virginia and provide their business license with their bid for work.
One (1) original sealed bid must be submitted no later than 4 p.m., prevailing time, on June 18, 2026, to ATTN: Jim Boniey, Director of Programs, CHANGE, Inc., 3158 West Street, Weirton, WV 26062. Sealed bids will be opened at the same location at 4:15 p.m., prevailing time. Only hardcopy original bids will be accepted. Email and facsimile submissions will not be accepted. All proposals received must have “COMFORT HOUSE ROOF REPLACEMENT PROJECT” indicated on the envelope.

The contract to complete the above mentioned project as herein advertised will be awarded by CHANGE, Inc. to the lowest responsible bidder who meets specifications and bid submission requirements.
The Comfort House Roof Replacement Project is being funded through a federal grant through the City of Weirton, WV by the U.S. Department of HUD. As such, Davis Bacon wage rates, as established by the U.S. Department of Labor, and other Federal Labor Standard Provisions apply, including but not limited to, the solicitation of Minority Business Enterprises (MBE) and Women Business Enterprises (WBE). The Contractor must make a “Good Faith Effort” to solicit MBE/WBE participation for the project. The contractor should use the form – MBE/WBE and Section 3 Solicitation, which is included in the bid documents. The selected contractor must possess a Unique Entity Identifier (UEI) and be fully registered with the Federal System for Award Management (SAM.gov) at the time of award.
All Bidders must provide evidence of Bid Security with their proposal. Bid Security shall be made payable to CHANGE, Inc. in an amount of not less than ten percent (10%) of the Bidder’s maximum bid price in the form of either a certified bank check or a Bid Bond, issued by a Surety Company authorized to do business in West Virginia.
