NOTICE TO BIDDERS

The Eastern West Virginia Regional Airport Authority will receive proposals for Contract MRB-2026-01 until 1:30 PM on June 11, 2026. The proposals will be publicly opened and read aloud at 1:30 PM the same day on June 11, 2026 at the Eastern WV Regional Airport 170 Aviation Way, Martinsburg, WV 25405.

Contract MRB-2026-01 includes: Reconstruct and Extend Taxiway E, Package 2.

A Pre-Bid Conference will be held in the Conference Room at the Eastern West Virginia Regional Airport on Wednesday, May 21, 2026 at 10:00 a.m. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, bid items, schedule requirements, and any questions from those in attendance. A representative of the Authority and the Engineer will be on hand to respond to questions from potential Bidders in attendance. Attendance is highly recommended, but not mandatory. The drawings, specifications and other contract documents are on file and open to the public for inspection during normal business hours at the office of the OWNER, Eastern West Virginia Regional Airport Authority, 170 Aviation Way Martinsburg, WV 25405. The prospective Bidder is encouraged to contact Dennis Bradford for review of documents at 304.263.2106 for information on where the documents are located within their office and any special procedures for accessing the documents.

Bidding documents may be examined at the office of the ENGINEER, Airport Design Consultants, Inc., 175 Cornell Rd. Blairsville, PA 15717, Telephone: (410) 465-9600. Contract documents, proposal forms and drawings may be obtained from the ENGINEER, upon deposit of No cost (electronic only). Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 5% (percent) of his/her Base Bid.

No bidder may withdraw his/her bid within 120 days after the actual date of the opening except in the case described in section 13.2 of the Instructions to Bidders.

Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual.

The Eastern West Virginia Regional Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions.

Successful bidders, must enter into the Agreement and furnish a Contract Security in the form of 100% Performance and Payment Bonds and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents.

Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 6 of the Project Manual.

The Eastern West Virginia Regional Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Eastern West Virginia Regional Airport Authority is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 0% for Disadvantaged Business Enterprises for the fiscal year 2026. The Eastern West Virginia Regional Airport Authority is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification.
