Rule 30B application to pass along increased sewer
treatment costs from City of Elkins to District’s customers.

NOTICE OF FILING

NOTICE is hereby given that Leadsville Public Service District (District), a
public utility, filed a request to increase its sewerage treatment rates and charges with the Public Service Commission of West Virginia because of an increase in the cost of sewerage treatment charged by the City of Elkins. Elkins adopted a 2026 Sewer Rate Ordinance on March 5, 2026, which included a three-step increase. Elkins’ adopted rates Step 1, effective for service rendered on and after May 15, 2026, is an increased rate from $4.60 per 1,000 gallons to $5.29 per 1,000 gallons for the District, an increase of $0.69 per 1,000 gallons or 15% from current resale rates. Step 2, effective for service rendered on and after May 15, 2027, is an increased rate from $4.60 per 1,000 gallons to $5.92 per1,000 gallons, an increase of $1.32 per 1,000 gallons or 28.70% from current resale rates. Step 3, effective for service rendered on and after May 15, 2028, is an increased rate from $4.60 per 1,000 gallons to $6.81 per 1,000 gallons, an increase of $2.21 per 1,000 gallons or 48.04% from current resale rates.
Commission Staff reviewed the District’s application and recommended
that the Commission approve Staff Recommended Rates effective on an interim basis for all service rendered on and after May 15, 2026, subject to refund. By Order issued May 15, 2026, the Commission approved the Staff Recommended Rates on an interim basis, that increased rates effective on May 15, 2026 by $0.69 per thousand gallons of metered water usage. The Commission also approved the Staff proposed leak adjustment rate of $5.60 per thousand gallons of metered water usage.
Under the Staff Recommended Rates, the increase in the average monthly bill over current rates under Step 1 will be:

The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for purchased wholesale sewerage treatment. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest
or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
