SECTION 00100 – ADVERTISEMENT FOR BIDS DRAINAGE IMPROVEMENT PROJECT FOR TOWN OF LOST CREEK HARRISON COUNTY, WEST VIRGINIA Sealed bids will be received by the Town of Lost Creek, Harrison County, WV, for a water development project until 10:00 a.m. prevailing time on June 30, 2026, at The Lost Creek Town office, 78 Railroad Street, Lost Creek, WV 26385, at which time bids will be publicly opened and read aloud. Construction time limit is (180) calendar days with liquidated damages of one thousand dollars ($1,000.00) per day. Contract consists of the construction of the following: Drainage Improvement Project to include the installation of approximately 1,100 LF of drainage pipe, 595 LF trench drains, 870 Ton asphalt paving, waterline relocation including: valves, fittings, reconnection of services, concrete curbs and sidewalks, E&S Controls, electric modifications and all other necessary appurtenances required to complete the project. Contract Documents, Plans and Specifications may be obtained at Stantec Consulting Services Inc., 320 Southview Drive, Suite 102, Bridgeport, WV 26330, upon a nonrefundable payment for: TWO HUNDRED FIFTY ($250) DOLLARS Plans will be available beginning May 29, 2026, at 8:00 am. Check or money order only, made payable to Stantec Consulting Services Inc. Contract documents will be mailed upon receipt of payment. A pre-bid meeting will be held on June 9, 2026, at 10:00 a.m., at The Lost Creek Town office, 78 Railroad Street, Lost Creek, WV 26385. Conference with Engineer, bidders, and appropriate funding personnel as necessary, and others directly concerned, for explanation of bidding and contract documents, project site familiarization as required, and for answering questions pertinent to the project. A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Receipt of Addenda, Bid bond, and all other necessary documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form”. Both envelopes must have the following information in the lower left hand corner. Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Drainage Improvement Project”, Town of Lost Creek, 78 Railroad Street, Lost Creek, WV 26385 – Thursday, June 30, 2026. The main envelope, “Envelope No. 1”, will be opened first and the Receipt of Addenda, Bid Bond, EEO Certification of Compliance and all other necessary and required documents as listed on the Bid Opening Checklist Section 00140, will be checked to ensure that all documents are in order. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Proposal Form” will be opened and publicly read aloud. If the documents are not in order, the envelope containing the “Bid Proposal Form” will not be opened and the Bid will be considered non-responsive and returned to the Bidder. A bidder may not withdraw his/her Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to The Town of Lost Creek, in an amount equal to five percent (5%) of the base bid. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Works Hours Safety Standards Act, and the WV Act on Wages for Public Improvements. This project will be partially funded with Federal Funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. “DBE REQUIREMENTS” Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. “NONDISCRIMINATION IN EMPLOYMENT” “Bidders on this work will be required to comply with the President’s Executive Order No. 11246.
