REQUEST FOR PROPOSALS
FOR ENGINEERING AND ARCHITECTURAL SERVICES

McDowell County Public Service District
Jolo Waterline Extension Project – Phase V

The McDowell County Public Service District (PSD) is soliciting proposals from qualified engineering and/or architectural firms for the Jolo Waterline Extension Project Phase V, located in McDowell County, West Virginia. The project generally consists of the planning, design, permitting, and construction administration associated with the waterline extension and related infrastructure improvements serving the project area.

Procurement of professional services shall be conducted in accordance with West Virginia Code § 5G-1-4, the procurement standards contained in 2 CFR Part 200, and all applicable requirements of the project funding agencies.

Funding agencies associated with the project include, but are not limited to:

United States Economic Development Administration (USEDA)
West Virginia Department of Environmental Protection – Abandoned Mine Lands
Economic Revitalization Program (DEP AMLER)
Appalachian Regional Commission (ARC)
West Virginia Infrastructure and Jobs Development Council (WVIJDC)

The selected firm must demonstrate the capability to comply with all applicable federal, state, and local requirements associated with federally funded infrastructure projects.

SCOPE OF SERVICES
Professional services may include, but are not limited to, the following:

Preliminary engineering and planning services;
Preparation and/or update of engineering reports;
Environmental review and permitting assistance;
Surveying and geotechnical services;
Design and preparation of plans and specifications;
Cost estimating and scheduling;
Assistance with easements and rights-of-way;
Assistance with funding agency coordination and compliance;
Assistance with required reporting and documentation in compliance with applicable funding agency requirements;
Preparation of bid documents and bidding phase services;
Construction administration and inspection services;
Preparation of record drawings and project closeout documentation; and
Any additional services necessary for completion of the project.

MINIMUM REQUIREMENTS
Interested firms shall demonstrate:

Experience with public water utility infrastructure projects;
Experience with federally and state-funded projects;
Knowledge of USEDA, ARC, AMLER, WVIJDC, and other applicable funding agency requirements;
Familiarity with state and federal environmental regulations;
Ability to meet project schedules and reporting requirements; and
Technical capacity and staff qualifications necessary to complete the project.

FEDERAL PROCUREMENT REQUIREMENTS
The selected firm shall comply with all applicable federal procurement and contract requirements, including but not limited to:

2 CFR Part 200;
Appendix II to 2 CFR Part 200;
Applicable federal labor standards;
Equal employment opportunity requirements;
Byrd Anti-Lobbying Amendment requirements;
Debarment and suspension requirements;
Access to records requirements; and
All applicable requirements of the project funding agencies.

The selected firm must not be suspended or debarred from participation in federally funded contracts and must be registered and active in the System for Award Management (SAM.gov) prior to contract award.

The PSD encourages participation by minority-owned, women-owned, and disadvantaged business enterprises and shall take all affirmative steps required under 2 CFR 200.321.

CONFLICT OF INTEREST
Firms submitting proposals shall disclose any actual or potential conflicts of interest and shall comply with all applicable conflict of interest requirements contained in 2 CFR 200.318(c).

The PSD reserves the right to reject any proposal where a conflict of interest is determined to exist.

SUBMISSION REQUIREMENTS
Interested firms shall submit an Expression of Interest (EOI) containing the following information:

1.Letter of Interest;
2.Statement of Qualifications;
3.Description of the firm and organizational structure;
4.Identification of key personnel and project manager;
5.Relevant experience with similar projects;
6.Performance data and references for similar projects;
7.Description of the firm's familiarity with applicable federal and state funding requirements;
8.Anticipated concepts and proposed methods of approach to the project;
9.Description of current workload and ability to meet project schedules.

Firms are encouraged to emphasize experience with federally funded water infrastructure projects and compliance with 2 CFR Part 200 procurement and contract administration requirements.

EVALUATION CRITERIA
Proposals will be evaluated using qualifications-based selection procedures based upon, but not limited to, the following criteria:

Experience and technical expertise;
Qualifications of key personnel;
Past performance on similar projects;
Familiarity with applicable funding agency requirements;
Capacity to perform the work within required timeframes;
Knowledge of regional and local conditions; and
Overall responsiveness to the RFP.

NEGOTIATION PROCEDURES
The PSD will enter into negotiations with the highest-ranked firm to establish fair and reasonable compensation for services.

If the PSD is unable to negotiate a satisfactory contract with the highest-ranked firm, negotiations may be terminated and initiated with the next highest-ranked firm in accordance with applicable procurement requirements.

Compensation shall be determined after selection of the most qualified firm.

One (1) original, three (3) copies, and a digital submission shall be submitted no later than 4:00 p.m. on June 8, 2026, to:

Proposals received after the deadline may not be considered.
