AIR QUALITY PERMIT NOTICE Notice of Open Comment Period On June 12, 2025, Nucor Steel West Virginia LLC (Nucor) applied to the WV Department of Environmental Protection (DEP), Division of Air Quality (DAQ) for a permit to modify a sheet steel mill located at 29618 Huntington Road, Apple Grove, Mason County, WV at latitude 38.6554 and longitude -82.1685. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the modified facility. The DAQ is providing notice to the public of an open comment period for permit application R14-0039B. The potential increase in emissions authorized by this permit action include: Particulate Matter less than 2.5 microns, 192.89 tons per year (TPY); Particulate Matter less than 10 microns, 200.19 TPY; Particulate Matter (filterable only), 163.38 TPY; Sulfur Dioxide, 34.15 TPY; Oxides of Nitrogen, 263.58 TPY; Carbon Monoxide, 368.02 TPY; Volatile Organic Compounds, 130.85 TPY; Fluorides, 7.38 TPY; Total Hazardous Air Pollutants, 10.88 TPY, Greenhouse Gases (CO2e), 336,631 TPY. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed major modification, as defined under 45CSR14, meets all state and federal air quality requirements. DEP rules and U.S. EPA regulations require that all pollutants at an existing major stationary source that will be increased in “significant” amounts (as defined within 45CSR14) shall: (1) be controlled by application of “best available control technology” (as defined within 45CSR14); (2) not cause or contribute to violations of either the primary or secondary national ambient air quality standards (NAAQS) nor any Class 1 or Class 2 air quality increments applicable in the area where the source is located or elsewhere; and, (3) not adversely impact upon soils, vegetation, and visibility in the vicinity of the plant site. A preliminary evaluation by the DAQ of the information submitted by Nucor indicates that the proposed major modification will meet the emission limitations and conditions set forth in the draft permit and will comply with all currently applicable state and federal air quality rules and regulations (including 45CSR14, the WV Legislative Rule implementing the Prevention of Significant Deterioration program that includes the requirements listed above). Nucor has anticipated a facility start-up date in the second quarter of 2026. The following are the results of the Class1 and Class 2 ambient air quality increment analysis: Class 1 Increment Analysis: The Class 1 increment analysis produced the following results: screening and modeling analysis showed that potential impacts in the following Class 1 areas were “insignificant” as defined by 45CSR14: Otter Creek Wilderness Area and the Dolly Sods Wilderness Area in West Virginia and the Shenandoah National Park and the James River Face Wilderness Area in Virginia. This finding of “insignificant impacts” precluded a required full multi-source Class I increment analysis. Class 2 Increment Analysis: The Class 2 increment analysis produced the following results (location of maximum impact): 97.3% at 8.757 µg/m3 of PM2.5 on a 24-hour basis; 76.5% at 3.06 µg/m3 of PM2.5 on an annual basis; 95.92% at 28.777 µg/m3 of PM10 on a 24-hour basis; 35.92% at 6.106 µg/m3 of PM10 on an annual basis; 48.7% at 12.175 µg/m3 of NO2 on an annual basis. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments will be considered prior to final action on the permit. All such comments will become part of the public record.
