NOTICE OF ADOPTION OF PROPOSED
ORDINANCE TO RAISE REVENUE BY REVISING AND ESTABLISHING ANNUAL BUSINESS LICENSE FEES FOR CERTAIN BUSINESSES OPERATING WITHIN THE CITY OF NEW MARTINSVILLE

Pursuant to the provisions of West Virginia Code
§8-11-4 , as amended, take notice that the Common
Council of the City of New Martinsville, West Virginia
voted during a Special Council Meeting held on June 8,
2026, to consider and take final action upon the
proposed Ordinance, the principal object of which is to
raise revenue, entitled:

“AN ORDINANCE TO ESTABLISH ANNUAL LICENSE FEES FOR CERTAIN BUSINESSES OPERATING IN THE CITY OF NEW MARTINSVILLE”
(Amendment of the Codified Ordinance of New
Martinsville, West Virginia, Article 741, entitled “Licenses Generally”)

The subject matter of the proposed Ordinance is to
revise and establish license fees for certain businesses
operating within the City of New Martinsville, including,
but not limited to the following: contractors; hospitals;
nursing homes; professionals; funeral establishments;
laundromats; carwashes; establishments with amus
ment and vending machines; outdoor advertising; other
general business and miscellaneous services. No
license will be required for any independent contractor
or sole proprietor who earns less than $2,500.00 in
annual gross revenues and who does not maintain a
permanent physical location within the corporate limits
of the City. The proposed Ordinance will take effect on
June 15, 2026. Copies of the proposed Ordinance will
be made available to the public for inspection during
regular business hours at the New Martinsville
Municipal Building.

The final vote to adopt the proposed Ordinance will be
held during a Special Council Meeting on June 15,
2026, at 5:00 o’clock p.m. in Council Chambers located
at the New Martinsville Municipal Building, 191 Main
Street, New Martinsville, West Virginia. All interested
parties may appear at the special council meeting and
be heard with respect to the proposed Ordinance.
