NOTICE OF SECOND PUBLIC HEARING AND DISPLAY OF THE FY 2026 ANNUAL ACTION PLAN
CITY OF MARTINSBURG, WEST VIRGINIA
Notice is hereby given that the City of Martinsburg, Berkeley County, West Virginia will hold a public hearing on Monday, July 6, 2026, at 3:00 p.m., prevailing time, in the J. Oakley Seibert Council Chambers, Martinsburg City Hall, 232 North Queen Street, Martinsburg, WV 25401. The Council Chambers and City Hall are accessible to people with physical disabilities. If special accommodation is needed by any resident to participate in the public hearing, including translation services, please contact Mr. Cory Roman, CDBG and HOME Administrator, City of Martinsburg, at (304) 264-2131, ext. 276 to make those arrangements by Thursday, July 3rd, 2026. For persons who may have a hearing impediment, please contact 711 for the TTY/TTD relay.
The purpose of the public hearing is to present the City of Martinsburg’s FY 2026 Annual Action Plan for the use of CDBG and HOME funds. The City intends to submit its FY 2026 Annual Action Plan in the amount of $305,456 for Community Development Block Grant (CDBG) funds and $534,230.66 in HOME Investment Partnership Program (HOME) funds for the Eastern Panhandle HOME Consortium of West Virginia. The FY 2026 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before Friday, July 24th, 2026.
In order to obtain the view of residents, public agencies and other interested parties, the City of Martinsburg will place its FY 2026 Annual Action Plan on public display on Tuesday, June 9th, 2026, through Wednesday, July 8th, 2026, at the following locations:

This document will be available during normal business hours of operation for a period of thirty (30) days until Wednesday, July 8th, 2026. The FY 2026 Annual Action Plan will be submitted to the Martinsburg City Council for approval at a scheduled City Council Meeting on Thursday, July 9th, 2026.
The FY 2026 Annual Action Plan was prepared after conducting an initial public hearing on housing and community development needs, meetings with the City’s Budget and Finance Committee, meetings with City staff, and the Eastern Panhandle HOME Consortium of West Virginia.
The following CDBG activities are proposed for funding under the FY 2026 Annual Action Plan:

Berkeley County Meals on Wheels, Inc. – Dine with Dignity: $5,090.00

If the City undertakes an activity which would result in the displacement of families or individuals, the City will utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG funds.
All interested residents are encouraged to attend this public hearing and will be provided with the opportunity to present oral or written testimony concerning the proposed use of Federal funds under the FY 2026 Annual Action Plan.
