COMMUNITY DEVELOPMENT BLOCK GRANT – CORONAVIRUS (CDBG-CV) PROGRAM
The purpose of this notice is to present Substantial Amendments to the City of Weirton’s FY 2019 and FY 2025 Annual Action Plans for the use of Community Development Block Grant – Coronavirus (CDBG-CV) funds and Community Development Block Grant (CDBG) funds.
Notice is also hereby given that the City of Weirton, West Virginia will hold a public hearing concerning the proposed Substantial Amendments on Thursday, June 25, 2026 at 2 p.m., prevailing time, in Room No. 201, of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062. The Weirton Municipal Building and Room No. 201 are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling 304-797-8500 extension 1019 or emailing

to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or by going online to

If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the public hearing.
The purpose of this public hearing is to present Substantial Amendments to the City’s FY 2019 and FY 2025 Annual Action Plans for the use of CDBG-CV funds and CDBG funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG-CV and CDBG program budgets for the subject previously approved Annual Action Plans. Funds will be reprogrammed from projects/ activities that will be cancelled to proposed new projects/activities and to decrease funding for a previously approved project/activity. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: canceling an approved project/activity, or adding a new project/activity, or changing the scope of an approved project/ activity.
Substantial Amendment No. 7 to the FY 2019 Annual Action Plan is proposed as follows:
CV-20-08 – Bennett Drive Neighborhood Park Improvements. Delete this project/activity in its entirety and reallocate a total of $51,605.99 to a new project/activity.
CV-20-09 – Weirton Senior Center Outdoor Gathering Space. Create a new project/activity with a budget of $51,605.99 to provide design, construction, and construction management services for the development of an outdoor programming space at the Senior Center. The project will create a safe, accessible, and welcoming
environment that supports active aging, expands opportunities for outdoor activities and social engagement, and helps reduce social isolation among older adults.
The Substantial Amendment No. 1 to the FY 2025 Annual Action Plan is proposed as follows:
CD-25-07 – CHANGE, Inc. – Cortexflo Equipment. Delete this project/activity in its entirety and reallocate a total of $8,700.00 to a new project/activity
CD-25-09 – Sidewalk Reconstruction in Low/Mod Areas. Reduce this project/activity by $67,306.67 for a new project budget of $260,942.16.
CD-25-10 – Weirton Senior Center Outdoor Gathering Space. Create a new project/activity with a budget of $76,006.67 to provide design, construction, and construction management services for the development of an outdoor programming space at the Senior Center. The project will create a safe, accessible, and welcoming environment that supports active aging, expands opportunities for outdoor activities and social engagement, and helps reduce social isolation among older adults.
In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these Substantial Amendments will be on public display for review and comment for a period of thirty (30) days, beginning Wednesday, June 10, 2026. The Substantial Amendments will be available for review at the Office of Planning and Development, Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 and at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062, as well as the City of Weirton’s website

All comments received by 4 p.m., prevailing time, on Thursday, July 9, 2026 will be considered by the City of Weirton prior to submittal of these Substantial Amendments to City Council for approval at their Monday, July 13, 2026 Regular Meeting.
All interested residents are encouraged to attend this public hearing, and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to FY 2019 and FY 2025 Annual Action Plans for the use of CDBG and CDBG-CV funds.
