Activity:
To acquire, construct, install, operate and maintain a leachate collection, storage system, treatment system, and best management practices (BMPs) consisting of a leachate collection system under Cells 1-3 and 2.7 million gallon leachate basin. All units used for the storage and treatment of leachate must be constructed to meet the requirements set forth by the Solid Waste Management Rule.
These facilities are to serve the Stony Ridge Landfill. All leachate will be collected and transmitted to the Appalachian Power Company (APCO) Glen Lyn WWTS (VA/NPDES Individual Permit No. VA0000370). This permit does not allow any direct discharge of leachate to the waters of the State from this facility.
To acquire, construct, install, operate and maintain a treatment and disposal system and best management practices for the direct discharge of non-contact storm water runoff via Outlet 002 to the waters of an unnamed tributary of Adair Run, a tributary of the New River approximately 0.23 miles from its mouth (37° 22' 15" Latitude, 80° 52' 44" Longitude).
To acquire, construct, install, operate and maintain a treatment and disposal system and best management practices for the direct discharge of non-contact storm water runoff via Outlet 003 into the waters of an unnamed tributary of the New River approximately 0.28 miles from its mouth (37° 22' 34" Latitude, 80° 52' 47" Longitude).

On the basis of review of the application, the "Solid Waste Management Act (Chapter 22, Article 15, Section 5(b) and 5(c))", the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the first date of the public notice. Such comments or requests should be addressed to:

The public comment period begins June 2, 2026 and ends on July 2, 2026.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
