BID ADVERTISEMENT Deegan Lake Dam Water Control Grouting The City of Bridgeport (the “City”) is soliciting sealed bids from qualified specialty contractors to perform Water Control Grouting at the Deegan Lake Dam, located at 80 Timber Ridge Road, Bridgeport, West Virginia. Sealed bids will be received by the City at the City of Bridgeport, 515 W. Main Street, Bridgeport, WV 26330 until 10:00 a.m., EDT, on Friday, July 17, 2026. All proposals will be publicly opened and read aloud in the Council Chambers, at the Bridgeport City Hall, 515 West Main St., Bridgeport, WV at 10:00 A.M., EDT, Friday, July 17, 2026. The work is intended to mitigate active seepage associated with the outlet conduit and to facilitate future rehabilitation of the outlet works without full reservoir drawdown. The water control grouting program is summarized below: A water control grouting program will be conducted to address clear leakage observed in the box culvert near the concrete core wall. The grouting program will be conducted in two parts: (1) injecting polyurethane-based grout through drilled holes near the observed leaks to seal around the box culvert, and (2) installing a grout block of about 1,800 cubic feet upstream of the concrete core wall. The grout block should extend roughly 5 feet above the box culvert, reach down to bedrock, and provide lateral coverage of about 5 feet on either side of the culvert. West Virginia Code 21-11-2 requires that all Bidders desiring to perform contractual work in West Virginia must be duly licensed. All prospective Bidders shall be licensed prior to submitting their bid and shall include their contractor’s license number on their bid in accordance with the requirements of West Virginia Code 21-11-11. Bidders must demonstrate a minimum of five (5) years of experience performing water control grouting. In addition, bidders shall document the successful completion of at least three (3) similar water control or seepage remediation projects. Personnel proposed for the work must have experience performing chemical grouting under active seepage conditions. The Contractor shall provide a grouting work plan that describes the proposed sequencing, materials, and injection pressures with their bid. Product data and safety data sheets for all grout materials shall be submitted for review, along with the qualifications and relevant project experience of the proposed grouting superintendent. Each bid shall include a lump sum price for Targeted Leak Sealing. Bids shall also include either unit pricing or lump sum pricing for Grout Block Installation, as well as unit prices for grout materials by type. An estimated construction duration shall be provided. The Contractor is responsible for becoming familiar with site conditions and the contents of the Investigation Report. Subsurface conditions may vary, and grout quantities are not guaranteed. The Engineer will provide construction observation services; however, this does not relieve the Contractor of responsibility for means and methods, safety, or workmanship. The City reserves the right in its discretion to reject any or all bids and to waive technicalities and irregularities. The City further reserves the right to reject in its discretion the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive. The City may also reject the Bid of any Bidder if the City believes that it would not be in the best interest of the project to make an award to that Bidder. The City also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. In evaluating Bids, the City will consider whether or not the Bids comply with the prescribed requirements, and such alternatives, unit prices and other data, as may be requested in the Bid Form or prior to Notice of Award. In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of Work for which the identify of Subcontractors, Suppliers, and other individuals must be submitted as provided in the Contract Documents. The City may conduct such investigations as deemed necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents. A MANDATORY PRE-BID CONFERENCE will be held beginning at 10:00 a.m., EDT, on June 30, 2026, at City Hall (City of Bridgeport, 515 W. Main Street, Bridgeport, WV 26330). After the meeting, a mandatory reconnaissance/visual examination of the proposed construction sites will be conducted for prospective bidders. The City reserves the right in its discretion to disqualify a potential bidder due to a failure by the bidder to arrive for the pre-bid conference by the scheduled time. Failure to attend the mandatory pre-bid conference and site visit will automatically result in disqualification from the bid process. Responses to questions will be provided by 4:00 p.m., EDT, on Wednesday, July 8, 2026. From the date that this Invitation to Bid (ITB) is issued until a bidder is selected and the selection is announced, there will be no communication for any reason, except during the pre-bid conference, between a bidder and any City employee other than the Issuing Oficers listed regarding this ITB. The City reserves the right in its discretion to reject any bid for violation of this provision. No questions other than those submitted in writing will be accepted, and only written responses will be binding upon City. All bids shall be delivered to the City at the Bridgeport City Hall located at 515 W. Main Street, Bridgeport, WV 26330, by the time and date specified above. Bids shall be submitted in triplicate, sealed, and mailed or delivered to be received, no later than the above time and date. The City Council will meet on Monday, July 27, 2026, to review and approve the bid recommendations. The Notice of Award will be issued on Tuesday, July 28, 2026, to the successful Bidder. The Notice to Proceed is anticipated to be released on Monday, August 10, 2026. Each Bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of The City in the amount of not less than five percent (5%) of the total bid. The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond, both in the amount of at least one hundred percent (100%) of the Contract Price. Bid security will be returned to unsuccessful bidders ten (10) days following opening of bid. The Bid Security of the successful bidder will be retained until execution of the surety bond for performance of contract. If the successful bidder is not able to furnish surety bond within seven (10) days following award of contract, this Bid Security will be forfeited to the City of Bridgeport, West Virginia.
