Notice of Application
Notice is given that East River Aggregates, Inc. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Class II Administrative Update for a Nonmetallic Minerals Processing Plant located off of County Route 38/5, in Ingleside, in Mercer County, West Virginia. The coordinates are: Northing: 112792.6199, Easting: 1983589.5484.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: 5.05 TPY of PM and 1.95 TPY of PM-10.
In addition, the applicant estimates the additional potential to discharge the following Regulated Air Pollutants from a diesel engine will be: 1.04 TPY of NOx; 9.10 TPY of CO, 0.49 TPY of VOC, 3.24 TPY of SO2, 4.28 TPY of PM10 and 0.03 TPY total HAPs.
Startup of operation is planned to begin on or about the 6th day of May, 2026. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
