NOTICE OF PUBLIC HEARING #2 – FY 2026 CDBG CHIP GRANT Vinton County intends to apply in partnership with Gallia County on or before June 24, 2026, to the Ohio Department of Development for funding through the Community Housing Impact and Preservation (CHIP) Program, a federally funded program administered by the state using CDBG and HOME funds. Vinton County will be partnering with and applying on behalf of Gallia County, and the partnership is eligible for $800,000 of Fiscal Year 2026 Community Housing Impact and Preservation (CHIP) Program funding, providing the county’s meet applicable program requirements. On March 31, 2026, Vinton County conducted their first public hearing and on March 24, 2026, Gallia County conducted their first public hearing to inform citizens about the CHIP program, what activities are eligible and other important program requirements. Based on both citizen input and local officials’ assessment of the two county’s needs, Vinton County is proposing to undertake the following Community Housing Impact and Preservation activities for Fiscal Year 2026 using CDBG or HOME funds: Owner Occupied Housing Rehabilitation; Owner Occupied Home Repair; and Administration/Fair Housing. The National Objective to be met by this project is the beneficiaries will be eligible LMI households. Gallia County Commissioners will hold a special meeting of the board specifically for a second public hearing on June 22, 2026 at 10:00 a.m. in the office of the Gallia County Commissioners, located on the first floor of the Gallia County Courthouse, 18 Locust Street, Gallipolis, Ohio, to give citizens an adequate opportunity to review and comment on the county’s proposed CHIP application, including the proposed activities summarized above, before the county submits its application to the Ohio Department of Development. Citizens are encouraged to attend this public hearing on June 22, 2026 to express their views and comments on the county’s proposed Fiscal Year 2026 CHIP application.
