No.: WV0021989 Applicant: RAVENSWOOD, CITY OF 1 WALL STREET RAVENSWOOD, WV 26164 Location: RAVENSWOOD, JACKSON COUNTY Latitude: 38:56:45 Longitude: 81:45:40 Receiving Stream: Sandy Creek of Ohio River Activity: To acquire, construct, install, operate, and maintain a new WWTP upgrading the capacity from a 0.95 MGD lagoon system to a 2.3 MGD SBR WWTP and relocate the discharge directly to the Ohio River through Outlet 003 at Milepoint 220.1. Also, to decommission the existing three-cell aerated lagoon, including removing the wastewater, sludge, liner, aeration equipment, baffles, and demolishing the existing headworks structure. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. An antidegradation review has been conducted for Outlet 003. Tier 2 and Tier 1 protection are provided for the uses specified in Title 47, Series 2, Section 6. The wastewater treatment plant upgrade and replacement project shall be constructed in accordance with the plans and specifications approved on the 14th of May 2025, and prepared by The Thrasher Group, 600 White Oaks Blvd., Bridgeport, WV 26330, entitled, “City of Ravenswood, Jackson County, West Virginia for Phase IIB – New Regional Westwater Treatment Plant and Force main”; WVDEP SRF Project #544782, WVIJDC Project #2023S-2347. Implementation: N/A On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
