United Technical Center Clarksburg, WEST VIRGINIA INVITATION TO BID For the United Technical Center 2026 Renovations Sealed bids for the proposed Renovations at United Technical Center, will be received by United Technical Center, Attention: Matthew Call 251 Marietta Street, Clarksburg, West Virginia, 26301 by 1:30pm, on August 5, 2026, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by Omni Associates – Architects which will be available as of July 6, 2026. The project will be bid under a Single Prime Contract. Immediately following the scheduled closing time for the reception of Bids, all proposals that have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud. Contract Documents may be examined at the following locations: Construction Employer’s Association 2794 White Hall Blvd. White Hall, WV 26554 The Complete Project Manual and Drawings may be obtained from the office of the Omni Associates, 207 Jefferson Street, Fairmont, WV 26554, in PDF electronic format at no cost. Each Bid must be submitted in an opaque sealed envelope and use the (3) three envelope system as per the WVSBA: Envelope #3 includes Envelope #1 & #2 Envelope #1 . Per the SBA’s Supplemental Instructions to Bidders (SBA Form 400 Supplementary Instructions to Bidders), shall include the following documents o Valid Bid Bond o SBA 402- Addendum Acknowledgement & Bid Certification o SBA 403-A – List of Major Subcontractors completed and signed Envelope #2 o Bid Form Envelope #2 – Shall be labeled in the lower left-hand corner “Envelope #2 Bid Form” Form of Proposal Envelopes #1 and #2 shall be in an opaque sealed envelope with the following information in the lower left-hand corner: Envelope #3 Bid for: United Technical Center 2026 Renovations Name and address of Bidder Bidder’s WV Contractor’s License Number To Be Opened at 1:30pm, on August 5, 2026 Once envelope #3 is opened, Envelope #1, will be reviewed first to ensure that all such documents are in order. If such documents are found to be in order, then envelope #2, the Form of Proposal, will be publicly read aloud. If the documents required to be contained in envelope #1 are not in order, the Bid will be considered non-responsive and will be returned to the Bidder unopened. A Bidder may not withdraw his Bid for a period of thirty (30) days after the date set for the opening of Bids. Bids shall be accompanied by a Bid Bond payable to United Technical Center in amount equal to five percent (5%) of the base Bid. Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the state and will comply with the WV Act on Wages for Public Improvements. All Contractors and their subcontractors must verify their current compliancy status with the Department of Labor and Worker’s Compensation and Unemployment Division. Mandatory Pre-bid Conference: A Mandatory Pre-bid Conference will be held at United Technical Center at 11:00 am, on July 15, 2026. Directions can be obtained from the office of the Omni Associates. It is required that any Prime Bidder, or his representative, planning to submit a Bid on this Project be in attendance at this meeting. Prior to this conference, each Bidder, Prime or Sub, shall have reviewed the Contract Documents to be familiar with the intent of these documents. During this conference, the Contract Documents shall be reviewed and any questions concerning the project shall be entertained. Discrepancies, conflicts and/or unclear items shall be brought to the attention of the Architect at this time for clarification. The Owner, by this meeting, reserves the right to refuse any request for an “Extra” from any Contractor for items unclear or omitted from the Contract Documents, unknown job conditions excepted. The successful bidder will be required to submit the following: Within 24 hours after the completion of bid opening SBA 403-B is due within 24 hours after the close of bids The intent of these forms are to establish a list of proposed contractors to be performing work on the project site. This must match who is referenced on 403-A. Form must be submitted to the Owner (County), Architect, and SBA via email to show timestamp/verification of receipt within the required time frame. Clearly and legibly list the Prime Contractor’s and Sub Contractor’s complete name and WV Contractor’s License Number United Technical Center 2026 Renovations Omni Project No. 2025013 001000-2 INVITATION TO BID SECTION 001000 DO NOT list multiple contractors for the same category of work. Within 72 hours after completion of bid opening: SBA 405 – Contractor Qualification Statement-submitted by prime contractor and subcontractor. This needs to be filled out by the prime contractor and his/her subs contractors. State of West Virginia Drug-Free Workplace Conformance Affidavit Valid West Virginia Contractor License State of West Virginia Purchasing Affidavit Required of all Prime Contractors Required for each project. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The United Technical Center reserves the right to reject any and all Bids and to waive any informalities.
