Activity:
To operate and maintain an existing wastewater collection system and an existing 0.35 million gallons per day wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 5,000 persons in the Town of Worthington, and environs, the Greater Marion Public Service District, and a portion of the Greater Harrison County Public Service District, inclusive of the community of Enterprise, and discharge treated wastewater through Outlet No. 001 to the West Fork River, approximately 9.66 miles from its mouth, of the Monongahela River. An antidegradation review has been conducted and Tier 1 protection is provided for the uses of the receiving stream for Outlet No. 001. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.

Compliance with the terms and conditions of the permit shall be attained in accordance with the provisions of Administrative Consent Order No. 8045, effective the 2nd day of June 2015.
On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins February 13, 2020 and ends March 14, 2020.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
