Sealed bids will be received by the Marshall County Airport Authority at the Marshall County Airport Administration Building, Kull Lane, Route 2, Box 322A, Moundsville, West Virginia 26041 until 10:30 A.M. local time on Friday June 19, 2015, and will be publicly opened and read aloud at that place and time for the following work at Marshall County Airport in Moundsville, WV: Section “A”- Crack Sealing, including routing and sealing cracks in airfield pavements; Section “B”- Chain-link Fence Repairs, including broken barbed wires, missing or loose barbed wire support arms, dislocated top rails, posts that have pulled from the ground, and other repairs; and Section “C”- Drainage Improvements, including installation of stone drains, storm pipe, catch basins, grading, ditch protection, and other associated items of work.

Copies of the Contract Documents containing all the forms and requirements are available to prospective bidders at the offices of Stantec Consulting Services, Inc., 1500 Lake Shore Drive, Suite 100, Columbus, Ohio 43204, upon non-refundable payment of $100 per set. Checks are to be made payable to Stantec Consulting Services, Inc. Bidders must obtain a hard copy of the Contract Documents from Stantec, and bids must be submitted on the Proposal Forms contained in these Contract Documents. Bids shall be accompanied by a Certified Check or Bid Bond made out to the Marshall County Airport Authority on the form provided. Bonds must be accompanied by solvent surety or sureties authorized to do business in West Virginia that are satisfactory to the Marshall County Airport Authority. If a Bond is given by a Surety Company, proof of authority of the officer or agent signing bond, together with a recent financial statement of the Surety Company, shall be attached. The amount of the Check or Bond shall be 10 percent of the amount of the bid submitted or, in case of alternative bids or bids for more than one section of work, of the highest bid submitted. Separate Payment and Performance Bonds, each in the amount of One Hundred percent (100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the amount of the contract, with a satisfactory surety or sureties, will be required from the successful bidder for the faithful performance of the work. Contractors may submit bids on any section of work, or for multiple sections of work.

Work will be subject to some or all of the following federal requirements included in the Special Provisions, depending on the amount of the bid: Buy American Preference, Civil Rights – General; Texting When Driving; Civil Rights – Title VI Assurances; Lobbying and Influencing Federal Employees, Access to Records and Reports; Energy Conservation Requirements; Breach of Contract Terms; Right To Inventions; Trade Restriction Clause; Veteran’s Preference; Davis-Bacon Labor Provisions; Equal Employment Opportunity Specification; Federal Fair Labor Standards Act; Nonsegregated Facilities Requirement; Affirmative Action Requirement; Affirmative Action Plan; Occupational Safety and Health Act of 1970; Termination of Contract; Governmentwide Debarment and Suspension; Governmentwide Requirements for Drug-free Workplace; Contract Work Hours and Safety Standards Act Requirements; Clean Air and Water Pollution Control; Copeland “Anti-Kickback Act; and Disadvantaged Business Enterprise. The Marshall County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. Section 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Award of work, if it is awarded, will be made to the lowest responsible Bidder(s) whose proposal complies with all requirements prescribed. The right is reserved to waive any informalities or technical defects, as the interests of the Marshall County Airport Authority may require, or to reject any or all proposals. No award will be made if it exceeds the Engineer’s Estimate by more than 10 percent.
