DBE Goals For Fiscal Years 2016-2018. The Ohio Valley Regional Transportation Authority and the Eastern Ohio Regional Transit Authority hereby announce their Fiscal Years 2016 through 2018 goals of 0 percent per year for DBE. A description of these goals and how they were developed is available for review for thirty (30) days following publication of this notice. Written comments will be accepted for forty-five (45) days from the date of this notice and should be addressed to:
