Sealed Bids for the project listed above, will be received by the Owner, the Harrison County Board of Education, at its Administrative Offices, 445 W. Main Street; Clarksburg, WV, 26301, until 1:00 pm local prevailing time on July 16th 2020, at which time and place all accepted bids will be publicly opened and read aloud. A live telecast may be utilized with further direction for access to be provided by Addendums to the Bidding Documents and public posting at the Owner’s administrative Office. After opening, the bids will be compared as to quality, thoroughness, and cost by the Harrison County Board of Education, and its Architect (McKinley Architecture and Engineering).

In general, the Work of this Bid Package includes but is not limited to the following:
Site improvements, including but not limited to creating a new paved loop road adjacent to the new Lost Creek Addition on to South Harrison Middle School. New walkway and stairs to the entrance of the Lost Creek Addition and enlarging the existing parking lot. General renovations to South Harrison High School, Installation of a new elevator in the existing building, remodeling the media center into an art classroom and adjacent classroom as well as removing a folding partition and replacing it with a new stud wall. Some walls will be removed in the South Harrison High School Band Room storage closets to accommodate more storage. General renovations to South Harrison Middle School, remodeling of the existing art room, band room, science room and the media center into an new dining room and administration spaces for the New Relocated Lost Creek Elementary School Addition and new Science Classroom and Media Center for South Harrison Middle School. Installation of a new HVAC Units in the existing building to accommodate the remodeling. New Addition to South Harrison Middle School, to incorporate classroom space for the New Relocated Lost Creek Elementary School. The new addition includes new classrooms for PK through 5th Grade. An “Activity Room” is proposed and an alternate to the contract to provide a folding wall separating to classrooms in the remodeled spaces. Additional work includes new and relocated Science Casework and New Food Service equipment.

Electronic Copies of the Bidding Documents will be available as early as, June 23 2020, from the office of the Architect, McKinley Architecture + Engineering, The Maxwell Center, Suite 100, 32-20th Street, Wheeling, WV 26003, telephone 304-233-0140; Bidding Documents are being issued in electronic format (PDF) only, and will be sent by the Architect to interested parties via email ShareFile download only, upon payment of a non-refundable document access fee of $100. Only full sets of Bidding Documents will be issued by the Architect. WITH PAYMENT OF THE DOCUMENT ACCESS FEE, THE INTERESTED PARTY WILL ALSO BE LISTED BY THE ARCHITECT AS A REGISTERED BIDDING DOCUMENT HOLDER. REGISTERING AS A DOCUMENT HOLDER IS MANDATORY FOR BIDDERS, and bids from non-registered bidders will not be accepted. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Architect, email

Addenda will be issued by the Architect to registered bidding document holders only, who will automatically receive all addenda in electronic format (PDF) via ShareFile. Additional reproduced paper copies of the initially-issued Bidding Documents and any subsequent addenda may also be available from the Architect upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Architect for further information.

A MANDATORY Pre-Bid Meeting will be held at the Project Site: South Harrison Middle School 3003 Hawk Hwy, Lost Creek, WV 26385, June 30th, 2020, at 10:00 pm local prevailing time, for the purpose of familiarizing Bidders with bidding requirements and to consider questions regarding the Bidding Documents. All potential Bidders are required to attend. Potential sub-bidders and material suppliers are also encouraged to attend.

A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the Owner, the Harrison County Board of Education, in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.

No accepted Bid shall be waived or returned because the Bidder failed to or cannot comply with all requirements as set forth in Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond in the amount of the contract price.

Bids may not be withdrawn for a period of ninety (90) days without the consent of the Owner.

All Bidders and sub- bidder(s) as Contractor and Subcontractor(s) are required to utilize “local labor” pursuant to Chapter 21-Article 1C, the “West Virginia Jobs Act.”

Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts or agreements.

To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interest.
