A Public Hearing for the Board of Zoning Appeals is scheduled for Tuesday, September 18, 2020 in Council Chambers, Weirton City Building, 6:30 P.M. The purpose of this special meeting is to review the following applications:
a) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 10, Table 2 Development Standards which allows 60% lot coverage in a PDD District. The development is requesting to have 100% lot coverage. (Tax Map 00W3, Parcel 0007).
b) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 10, Table 2 Development Standards which requires 40 feet front setback in a PDD District. The development is requesting to have a zero-front setback. (Tax Map 00W3, Parcel 0007).
c) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 10, Table 2 Development Standards which requires 20 feet rear setback in a PDD District. The development is requesting to have a zero-rear setback. (Tax Map 00W3, Parcel 0007).
d) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 10, Table 2 Development Standards which requires 15 feet side setback in a PDD District. The development is requesting to have a zero-side setback. (Tax Map 00W3, Parcel 0007).
e) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 13, Table 3 Parking and Loading Standards which requires 1.5 spaces per dwelling plus required spaces for nonresidential use for a mixed-use dwelling and 3 spaces per 1,000 GFA for retail establishment. The development is requesting to have zero parking spaces since the City will own the parking lots surrounding the buildings. (Tax Map 00W3, Parcel 0007).
f) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 11 Design Standards, Article 11.5 Reuse Collection which requires Except for single-family and two-family dwellings, developments shall provide secure, safe, and sanitary facilities for the storage and pickup of refuse. Such facilities shall be convenient to collection and shall be appropriate to the type and size of the development being served. The development is requesting to have offsite refuse collections location since the City will own the surrounding areas around the buildings. (Tax Map 00W3, Parcel 0007).
g) The Business Development Corporation of the Northern Panhandle, Park Drive, is requesting a variance from the City of Weirton Unified Development Ordinance (UDO) Article 13 Parking and loading standards, Article 13.1.2 Off-street Parking and Loading which requires Off-street loading space shall be provided for all retail business, wholesale, and industrial uses as well as for any expansion of such uses or change in use requiring the regular delivery or shipping of goods, merchandise or equipment to the site by trucks, in accordance with the requirements of this Article. The development is requesting to have offsite loading location since the City will own the surrounding areas around the buildings. (Tax Map 00W3, Parcel 0007).
Applicants must appear in person; all interested parties may appear in person or be represented by agent or attorneys or submit comments in writing giving reasons for either granting or denying this petition.
