COMMISSION ORDER
On August 24, 2020, Paden City Municipal Water Works filed a duly verified application for a certificate of
convenience and necessity to replace, construct, rehabilitate and operate improvements to its waterline distribution system and to waive the Test Period Requirement prescribed by Rule 42 in Wetzel and Tyler Counties.
Pursuant to § 24-2-11, West Virginia Code, IT IS ORDERED that Paden City Municipal Water Works give notice of the filing of said application, by publishing a copy of the attached Notice of Filing once in a qualified newspaper as provided in W. Va. Code §§ 59-3-1, et seq., published and of general circulation in counties where service is
provided, making due return to this Commission of proper certification of publication within thirty (30) days from the date of publication.
IT IS FURTHER ORDERED that in the absence of substantial protest received within the stated thirty (30) day period, the Commission may waive formal hearing and grant the application based on the evidence submitted with the application and the Commission’s review thereof.

NOTICE OF FILING
On August 24, 2020, Paden City Municipal Water Works (Paden City) filed a duly verified application for a certificate of convenience and necessity to replace, construct, rehabilitate and operate improvements to its waterline
distribution system and to waive the Test Period Requirement prescribed by Rule 42 in Wetzel and Tyler Counties.
The project will consist of replacing approximately 17,525 linear feet of aging water lines, including the replacement of gate values, customer tie-ins and fire hydrants. The project also consists of the demolition of four (4) existing
pot able water storage tanks which will be replaced with two (2) new 500,000-gallon water storage tanks.
The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia.
Paden City estimates that the cost of the proposed construction and other related costs will not exceed a total of $5,165,000. The project will be financed through a loan from United States Department of Agricultural-Rural Development-Rural Utilities Services in the amount of $4,800,000 at an anticipated interest rate of 1.50% per
annum for a 40-year term and a United States Department of Agricultural-Rural Development grant in the amount of $365,000.
Paden City does not seek a rate increase in connection with this filing and believes that its current rate structure is sufficient to cover the proposed costs associated with the project including the debt service on the loan from USDA-Rural Utilities Services. Paden City will continue to charge its existing rates for its customers, pursuant to its current water tariff on file with the Public Service Commission. Paden City’s current rates were enacted on March 4, 2019, in accordance with the Public Service Commission’s Rules for municipal rate change:

MINIMUM MONTHLY BILL
Commencing July I, 2021, no monthly minimum water bill (metered or non-metered) shall be rendered for less than Fifty-Four and 28/100 ($54.28) Dollars.
Paden City has no resale customers.
Anyone desiring to protest or intervene in the Certificate proceeding should file a written protest or request to
intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission
order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case or
participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the
Commis sion Rules of Practice and Procedure. All protests and requests to intervene should be addressed to
