NOTICE TO BIDDERS
Notice is hereby given that sealed proposals shall be received by the City of Martinsburg in the City Council Chambers at
City Hall,
232 North Queen Street, Martinsburg,
West Virginia, on
Tuesday, September 22, 2020, at 10:00 o’clock a.m., prevailing time, and at such time and place will be opened and read in public for
MARTINSBURG FIRE STATION #1 KITCHEN RENOVATION.
Specifications and
bidding documents are available at www.cityofmartinsburg.org or the City Manager’s
Office, City Hall,
232 North Queen Street, Martinsburg,
West Virginia, and may be examined and/or
obtained during regular business hours.
All complete bid submissions shall be enclosed in a sealed envelope
addressed as follows: “CITY COUNCIL OF
THE CITY OF
MARTINSBURG, WEST VIRGINIA, BID
PROPOSAL FOR
MARTINSBURG FIRE STATION #1 KITCHEN RENOVATION.”
Said sealed envelopes shall bear the name and address of the bidder on the outside face
of the envelope.
The City of Martinsburg reserves the right to reject any or all bids and/or waive any informalities as may be deemed to be held in the best interest of the City of Martinsburg. Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days, subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of the City, be held for consideration for a longer period as may be agreed. The City shall award the contract or reject all bids within sixty (60) days,
unless there has been an agreed extension as set forth in the above
paragraph.
Each bid must be
accompanied by a bid bond, or a certified check or a cashier’s check made payable to the City of Martinsburg, West Virginia as a guarantee that if the contract be awarded to the bidder, that the bidder will enter into a contract and will furnish a performance bond equal to the amount of the contract, for the faithful performance of said contract within twenty (20) days of the award date. For the bid to be accepted, the bid bond must be included with the current bidding forms and shall not be less than 10% of the amount bid. All bid bonds and performance bonds must comply with the provisions of WV Code 33-19-1 and 33-12-7 including the requirement regarding counter-
signature of the bond by a Licensed West Virginia resident agent of the insurer. In the event that a cashier’s check or certified check is used, it is necessary that a certificate of surety accompany it to guarantee the furnishings of the above required
performance bond.
Please note that this
contract is not subject to WV prevailing wages or Davis Bacon federal wages.
