INVITATION TO BID
The Wheeling National Heritage Area Corporation (WNHAC) will be receiving sealed bids from contractors registered in the State of West Virginia for the Capitol Theatre Lobby Door Restoration, until Thursday, August 27, 2015 at 11:00 a.m. local time, at which time they will be publicly opened and read aloud in the office of the Wheeling National Heritage Area Corporation on the third floor of the Wheeling Artisan Center, 1400 Main Street, Wheeling, WV. 
Scope of Work:  This project is for the restoration of Main Street Exterior Lobby brass covered doors and transom of the theatre and includes removal of existing storefront doors, prep work carpentry, restoration and installation of salvaged brass covered doors with new hardware. 
Bidders on this work will be required to comply with:
* West Virginia Division of Labor Prevailing Building Construction Wage Rates for Ohio County and Federal Wage Rates for Wheeling determined under the Davis-Bacon and Related Acts will apply.
* Equal Employment Opportunity Executive order 11246, as amended by Executive order 11375 & Supplemented by Department of Labor regulations.
* Copeland “Anti- Kickback” Act as supplemented by Department of Labor regulations.
* Sections 103 & 107 of Contract Work Hours & Safety Standards Act as supplemented by Department of Labor regulations.
* Section 306 of Clean Air Act, Section 508 of Clean Water Act, Executive Order 11738, EPA regulations and Energy Policy and Conservation Act.
Contractors must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.  Project is to be completed by November 15, 2015.

A $50.00 deposit is required for each set. Deposits will be refunded to Bidders who submit a bona fide Bid and return the Bidding Documents, in good condition, to the Architect within ten (10) days following the Bid Opening. A CD containing PDFs of the Bidding Documents may be obtained from the Architect for a $25.00 non-refundable payment.

A mandatory Pre-Bid Meeting will be held at the Capitol Theatre on Friday, August 21 at 9:00 a.m. at which time questions will be taken regarding this project. 

After the pre-bid conference, if there are any technical questions about this project by qualified vendors that attended, they must be submitted in writing via email or fax to Ms. Julie Doerr at jdoerr@millsgrouponline.
com or (304) 233-7564 only. Deadline for those questions is 2:00 pm on August 25, 2015.

No bidder may withdraw a bid for a period of sixty days.

The Wheeling National Heritage Area Corporation reserves the right to accept or reject any and all bids, to negotiate with the lowest qualified bidder and to waive any informality in a bid or to reject an informal bid if necessary.
