Notice to Bidders

Notice is hereby given that sealed proposals will be received by Community Networks, Inc., at the HOPE Living/Learning Center, 208 East John Street, Martinsburg, WV on Wednesday,
November 18th at NOON. prevailing time, and at such time and place will be opened and read in public to upgrade the heating unit at Hope Living/Learning Center, 208 East John Street, Martinsburg, WV.

Specifications and bidding documents are available at Community Networks, Inc./Bethany House,
208 East John Street, Martinsburg, WV 25401 and may be examined and/or obtained during regular business hours –
9 a.m. – 4 p.m.
Monday through Friday. Contact phone number is (304) 263-6614, X 19.

All bids must be submitted on the proposal forms contained in the bidding documents. All bids shall be accompanied by a fully executed Non-Collusion Affidavit, which is also contained in the bidding documents. All bids must contain an Affirmative
Action Plan Statement and include the federal Davis Bacon wage
scale in the bid.

All complete bid
submissions shall be
enclosed in a sealed
envelope addressed as follows: Community
Networks, Inc./Bethany House
208 East John Street, WV Bid Specifications for Hope Living/Learning Center Upgrade Heating Unit. Attention: Teresa Shumante. Said sealed envelopes shall bear the name and address of the bidder on the outside face of the envelope.

Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of Community Networks, Inc., be held for
consideration for a longer period as may be agreed.

Community Networks shall award the contract or reject all bids within sixty (60) days, unless there has been an agreed extension as set forth in the above paragraph.

Community Networks, reserves the right to
reject any or all bids and/or waive any informalities as may be deemed to be held in the best interest of the
organization.

Women and minority-
owned businesses are
encouraged to apply.

Attention of bidders is called to the fact that the project to be completed will be financed with assistance from the City of Martinsburg Community Development Block Grant Program and is subject to all applicable Federal and State laws and regulations including Equal
Employment Opportunity (EO 11246), Section 3 of Housing and Urban Development Act of 1968, and Federal Davis-Bacon wages decision, WV20200034 10/16/2020.
