ADVERTISEMENT FOR BIDS CENTRAL WEST VIRGINIA DEVELOPMENT ASSOCIATION, LLC REGIONAL BROADBAND PROJECT USDA PROJECT #West Virginia 1406-A23 Sealed bids for the Regional Broadband Project will be received by the Central West Virginia Development Association, LLC, located at 21 East Main Street, Buckhannon, West Virginia, until 2:00 p.m., E.S.T., on Tuesday, December 8, 2020 for furnishing labor and/or materials and performing all work set forth in the contract documents prepared by the Central West Virginia Development Association, LLC. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of the contract documents will be publicly opened and read aloud. The Central WV Development Association, LLC Regional Broadband Project is partially funded with federal funds from the United States Department of Agriculture Community-Oriented Community Broadband Grant (USDA Project #WV 1406-A23) and therefore is subject to the Federal Laws and regulations associated with that program. Executive Order 11375 and Executive Order 11246 relating to Equal Employment Opportunity clauses are applicable as well as the Contract Work Hours and Safety Standards Act, the Clean Air Act and the Federal Water Pollution Control Act. The major work to be bid upon is described as follows: Construction of six (6) 120-foot AN Wireless Broadband Towers with concrete foundations. Four (4) towers will be constructed in Upshur County, WV; one (1) tower will be constructed in Randolph County, WV; and one (1) tower will be constructed in Barbour County, WV. All work includes site preparation, constructing tower foundation, tower assembly, fencing around towers, providing electric to site, and reclamation of disturbed areas in and out of the proposed tower sites. The Work will be substantially completed within 300 days after the date when the Contract Times commence to run and completed and ready for final payment 30 days after the date when the Contract Times commence to run. Liquidated damages shall be $120 per day. Contract Documents may be examined at the Central WV Development Association, LLC, 21 East Main Street, Buckhannon, WV 26201 and the Randolph County Development Authority, 10 Eleventh Street, Elkins, WV 26241. All bids must be accompanied by an executed Drug Free Workplace Certification, a valid WV Contractor’s License, and a bid bond. A Bidder may not withdraw his Bid for a period of sixty-(60) days after the date set for the opening of Bids. Bids shall be accompanied by a Bid Bond from a surety company that is listed on Circular 570 and payable to the Central WV Development Association, LLC, an amount equal to five percent (5%) of the Total Bid. The Bidder is required to display that their Bid Bond is listed on Circular 570. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The Central WV Development Association, LLC reserves the right to reject any and all Bids. A non-mandatory, pre-bid conference will be held in the first-floor conference room of the Upshur County Innovation Center, 21 East Main Street, Buckhannon, Upshur County, West Virginia, on Tuesday, November 17, 2020 at 9:00 a.m., E.S.T. A call-in number will be available in case you cannot attend the meeting in person. Please contact the Central WV Development Association to obtain access.
