Sealed bids for the
Martinsburg Train
Station Corridor project in Martinsburg, Berkeley County, West Virginia will be received by the City of Martinsburg at the office of the City Manager, 232 North Queen Street, 2nd Floor, Martinsburg, WV 25401, until 2:00 PM, local prevailing time on
December 15, 2020.

The Bids will be publically opened and read aloud at the same location at that time.

The work will consist of installation of sidewalk, ADA ramp construction, conduit for lighting, light poles, temporary traffic control, asphalt paving, storm drainage installation, removal and reinstallation of existing brick pavers and miscellaneous construction as indicated on the construction drawings.

West Virginia Code 21-11-2 requires all Bidders desiring to perform contractual work in West Virginia must have a West Virginia Contractor’s License. All prospective Bidders shall be licensed prior to submitting their bid and shall include their Contractor’s License Number on their bid in accordance with the requirements of West Virginia Code 21-11-11. All Bidders must also be licensed with the City of Martinsburg and will be required to pay applicable B&O taxes.

Each Bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of the City of Martinsburg in the amount of not less than five percent (5 %) of the total bid.

The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond, both in the amount of at least one hundred percent (100%) of the Contract Price.

Bidding Documents, which consist of the Drawings and the Project Manual, may be obtained at the office of Alpha Associates, Inc. at 535 West King Street, Martinsburg, WV 25401 or by calling 304-264-0051.

Bidding Documents may be obtained by paying $100.00 by check made payable to Alpha Associates, Incorporated or by VISA or MasterCard for each set of documents so obtained. The payment is non-refundable. If documents are to be mailed, a separate non-refundable fee of $25.00 per set is required. Documents may also be obtained electronically at no charge by registering with the office of the engineer. Addenda, if any, will be issued to only those whose names and addresses are on record of having obtained Bidding Documents.

A MANDATORY pre-bid conference will be held at 2:00 PM on December 1, 2020 at the Martinsburg City Hall, 232 North Queen Street, Martinsburg, WV 25401. Questions will be received until noon on December 7, 2020. US Department of Labor wages as indicated in the specifications will be required for this project. Bid Award will be based on the total of the lowest base bid.
The City of Martinsburg reserves the right to reject any and all bids and to waive any informality in the bidding.
