NOTICE OF PUBLIC HEARING ON THE
THE CITY OF
A public hearing will be held on the following – entitled Ordinance at a regular meeting of the Council of The City of Wheeling (the “City”) to be held on Tuesday, November 17, 2020, at 5:30 pm at the City Hall, 1500 Chapline Street, Wheeling, West Virginia, and at such hearing any person interested may appear before the City and present protests, and all protests and suggestions shall be heard by the City and it shall then take such actions as it shall deem proper in the premises upon an Ordinance entitled:
AN ORDINANCE AUTHORIZING THE DESIGN, ACQUISITION AND CONSTRUCTION OF IMPROVEMENTS AND EXTENSIONS TO THE WATERWORKS PORTION OF THE EXISTING PUBLIC COMBINED WATERWORKS AND SEWERAGE SYSTEM AND TEMPORARILY FINANCING OF THE COST THEREOF, NOT OTHERWISE PROVIDED, AND PAYING COSTS OF ISSUANCE AND RELATED COSTS, THROUGH THE ISSUANCE OF THE COMBINED WATERWORKS AND SEWERAGE SYSTEM BOND ANTICIPATION NOTES, SERIES 2020 OF THE CITY OF WHEELING IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT MORE THAN $8,000,000; PROVIDING FOR THE RIGHTS AND REMEDIES OF, AND THE SECURITY FOR, THE REGISTERED OWNER OF SUCH NOTES; AUTHORIZING THE EXECUTION AND DELIVERY OF A TAX CERTIFICATE, REQUEST FOR PROPOSALS, AND OTHER DOCUMENTS; AUTHORIZING THE SALE AND PROVIDING FOR THE TERMS AND PROVISIONS OF SUCH NOTES AND ADOPTING OTHER PROVISIONS RELATING THERETO.
The above-quoted title of the Ordinance describes generally the contents thereof and the purposes of the Notes contemplated thereby. The City contemplates the issuance of the Notes described in the Ordinance. The proceeds of the Notes will be used to (i) to temporarily pay the costs of design, acquisition and construction of the Project, and (ii) to pay certain costs of issuance of the Notes and related costs. The Notes are payable from the revenues derived from the System. No taxes may at any time be levied for the payment of the Notes or the interest thereon.
The City is presently permitting members of the public to attend meetings of City Council and provide public comment. If, due to the COVID-19 Pandemic, public attendance at meetings of City Council are limited or prohibited, or meetings of City Council are conducted virtually, instructions for public participation will be posted on the City website with the meeting agenda and will be available by contacting the office of the City Clerk by email

The above-entitled Ordinance was adopted by the Council of The City of Wheeling on November 4, 2020. A certified copy of the above-entitled Ordinance is on file with the City Clerk for review by interested parties during regular office hours.
Following the public hearing, the Council of The City of Wheeling intends to enact the Ordinance upon final reading.
