Sealed Bids for Improvements to Four Seasons Swimming Pool Building; Phase II Upgrades will be received by the City of Moundsville, located at 800 6th Street, Moundsville, West Virginia, until 1:00 p.m., E.S.T., on December 1, 2020 for furnishing labor and materials and perĀ¬forming all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

The Scope of Work to be Bid upon is as follows:

Upgrades to the existing shower rooms including removal and replacement of CMU partitions, limited concrete slab replacement, toilet partitions, plumbing fixtures, finishes, lighting, and exterior handrails.

The Work shall be deemed Substantially Complete no more than 90 days after the Notice to Proceed. Liquidated damages shall be $750.00 per day.

*Bidding Documents issued as hard copy drawings and hard copy specifications are available for $50 per set.

Amounts paid are not subject to refund.

A two-envelope system will be used.

Envelope No. 1 shall have the following information presented on the front:

Name and address of Bidder
Bid for: Phase II Shower Room Improvements to Four Seasons Swimming Pool Building.
Received by the City of Moundsville.

Envelope No. 2 labeled “Bid Proposal” shall be placed inside of Envelope #1.

Envelope No. 1 will be opened and the Bid Opening Requirement items checked for compliance with the Bid Opening Checklist on page BOR – 1 of the Contract Documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will be opened and publicly read aloud. If the required documents in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened, and the Bid will be considered non- responsive and be returned to the Bidder.

A Bidder may not withdraw his Bid for a period of sixty (60) days after the opening of Bids.

Bids shall be accompanied by a Bid Bond payable to the City of Moundsville, in an amount equal to five percent (5%) of the Total Bid.

Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.

All Bidders are required to have a West Virginia Contractor’s License per Section Section 21-11-11 of the West Virginia Code, and a City of Moundsville issued Contractors License.

Bids shall include costs for City B&O taxes and all applicable permits.

Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.

The City of Moundsville reserves the right to reject any and all Bids.

A MANDATORY pre-bid conference will be held at the City of Moundsville, located at 800 6th Street, Moundsville, West Virginia, with a visit to the Project Site, located at 300 Mulberry Ave, Moundsville, West Virginia, on November 10, 2020, at 1:00 p.m., E.S.T.
