APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT MODIFICATION Public Notice No.: L-81-15 Public Notice Date: September 2, 2015 Paper: The Register-Herald The following has applied for a WV NPDES Water Pollution Control Permit Modification for this facility or activity: Application No.: WV0024422 Applicant: TOWN OF SOPHIA PO BOX 700 SOPHIA, WV 25921 Location: SOPHIA, RALEIGH COUNTY Latitude: 37 : 42 : 18 Longitude: 81 : 14 : 17 Receiving Stream: Soak Creek of Piney Creek of The New River of The Kanawha River Activity: To acquire, construct, install, operate and maintain improvements to the existing collection system and sequential batch reactor (SBR) wastewater treatment plant by installing a 1.0 meter wide belt press. Also, to incorporate the requirements relative to Title 33, Series 2, of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or life time loading rates. These land application site(s) shall meet all other regulatory standards and are identified as follows: Robert Godbey farms known as Spangeler Mill Farm, Field #1 and Field #2 located at 453 Spangler Mill Road, Beckley, WV and Shady Oaks Farm, Field #1, Field #2 and Field #3 located at 963 Shady Oaks Road, Beaver, WV. Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
