The City of Wheeling: Owner
Sealed bids for 37th Street Storm Sewer will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 2:00 PM January 5, 2021 and then at said office, publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following:
Ohio Valley Construction Employers Council in Wheeling, WV: and at the Office of the City Engineer, City-County Building, Wheeling, WV 26003.
Bidding documents may be obtained only upon payment of $25.00 to the City of Wheeling for each set obtained from the office of the City Engineer, City-County Building, Wheeling, WV 26003. The deposit is non refundable. The Owner reserves the right to waive any informalities or to reject any or all bids.
There is a mandatory pre-bid meeting scheduled for December 15, 2020 at 10:00 AM at the intersection of 37th and Chapline Streets.
Each bidder must deposit with his bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. No bidder may withdraw his bid within 60 days after the actual date of the opening. The bidder’s attention is called to the fact that this contract is subject to the equal opportunity requirements of Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1968, the wage rates established by the U.S. Secretary of Labor under the Davis-Bacon Act of 1931. This contract is subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia. Contractor must be licensed in accordance with the Act at the time of the bid.
MINORITY BUSINESS ENTERPRISE CLAUSE:
The Contractor must use his best efforts to carry out the City of Wheeling’s minority business enterprise policy. Specifically, the Contractor must utilize to the greatest extent feasible, minority business concerns which are located in the county, adjacent counties, or within the general trade area.
