SHORT LINE PUBLIC SERVICE DISTRICT
Rule 19A application to increase water rates
and charges and request for emergency
rate increase

On October 22, 2020, Short Line Public Service District
(District) filed an Applicationto Change Rates
requesting that the Public Service Commission of
West Virginia (Commission) approve the removal of the
Step-2 rates approved in Case No. 19-0288-PWD-19A
by Order dated July 30, 2019, final on August 19, 2019,
to go into effect on August 19, 2019. The result will be
that the current rates will remain in effect instead of a
rate reduction of approximately 8.82% that would have
otherwise been effective on August 20, 2021.

Current rates will remain in effect until further order of
the Commission. West Virginia Code ยง24-1-1(k)
requires water and sewer utilities that are political
subdivisions of the state to maintain a working capital
reserve in an amount of no less than one-eighth of
actual annual operation and maintaince expense. In
order to assure that utilities deliver continuous and
complaint service, the Commission, in Case
No.19-0288-PWD-19A, approved a cash working capital
increment to allow the District to achieve the required
cash working capital reserve is properly maintained.

Anyone desiring to protest should file a written protest
as soon as possible, but no later than ten (10) days after
the date of publication of this Notice. All written protests
should briefly state the reason for the protest. Absent
substantial protest the Commission may decide the
case on the filings. all protests should clearly state the
case name and number and be addressed to Connie
