The City of Wheeling has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) Brownfield Revolving Loan Fund (RLF) to participate in a voluntary environmental cleanup at former Penn – Wheeling Closure site under the Voluntary Remediation and Redevelopment Act. The City has requested funding from the RLF to remediate the site. The site is located at 58 19th Street, Wheeling, Ohio County, West Virginia, and is approximately 2 acres in size.

This site is situated along Wheeling Creek and U.S. Route 250 and was historically used for various manufacturing activities supported by railroad. The site is currently unused. Contaminants including metals, polycyclic aromatic hydrocarbons, and volatile organic compounds, typical of historical manufacturing and railroad use, were detected in the soil and groundwater at levels exceeding risk- based concentrations.

The Office of Environmental Remediation (OER) at the WVDEP is currently negotiating a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards. At project conclusion, the applicant will submit a Final Report, documenting that all work is complete.
A thirty (30) day public – examination and comment period will begin on Thursday, December 31, 2020 and end on January 29, 2021. Any person may ask to be involved in the development of the brownfield remediation and reuse plan by making the request to participate in writing to the WVDEP during the 30-day comment period (address provided below). Any person who files a request may participate in the development of the remediation and reuse plan in person or by representative. The City of Wheeling will also conduct a VIRTUAL INFORMATIONAL MEETING to address how remediation concerns apply to the site. This VIRTUAL INFORMATIONAL MEETING will be held on January 20, 2020 beginning at 12:00 noon and ending when all attendees have had an opportunity to comment. pyrene, and dibenz (a,h)anthracene, benzo (a)anthracene, naphthalene, benzene, ethylbenzene, toluene, 1,2,4- trimethylbenzene, and xylene

Proposed Cleanup Method and Methods to Control Possible Health Exposure: Proposed methods to remediate the site include institutional controls (i.e., deed restrict to non-residential use and vapor mitigation in defined areas), soil cover in defined areas, and monitored natural attenuation of groundwater.

Proposed Future Use (Brownfields Sites Only): The City of Wheeling is currently in the process of determining the future use of the Penn-Wheeling Closure site with potential site uses including a new Wheeling Public Operations Center to replace the inadequate and outdated current operations center.
