Invitation to Submit Bid
2021 OGLEBAY GOOD ZOO PAVING

The Wheeling Park Commission, a Municipal Park System located in Wheeling, West Virginia, will receive sealed bids until 2:00pm on Thursday, February 4th, 2021 at the Admission Entrance Gate at the Good Zoo. Bids will then be opened and read aloud in the Benedum Theatre at the Zoo.

2021 OGLEBAY GOOD ZOO PAVING consisting of the milling and paving overlay of a portion of one parking lot and five sections of the Good Zoo interior guest walkway, those being (1) a section of the Good Zoo parking lot starting at the intersection entering the parking lot and extending to recently replaced overlay on the zoo entry gate and down to the zoo maintenance garage access drive, (2) a section of the zoo interior guest walkway from the zoo otter fountain extending past the reindeer habitat and to the newly paved area beyond the goat habitat, (3) a section of the zoo interior guest walkway from the intersection of the zoo wetlands habitat up to the bobcat habitat and back down the adjacent bobcat walkway road, (4) a section of the zoo interior guest walkway from the serval habitat to the red wolf habitat, and (5) a section of the zoo interior guest walkway from the electronic gate access road to the zoo main building patio. Roadways will be marked with the aforementioned numbers to denote limits of paving for each section.
Interested bidders may obtain the Project Manuals and bidding documents by attending a mandatory pre-bid meeting to be held at the Good Zoo lobby at 1:00 PM on Thursday, January 21, 2021. After receiving the Bid Package and reviewing the Project Documents bidders will have the opportunity to tour the proposed areas to be paved. Interested bidders may also pick up Bid Packages at the FMC Office at Oglebay by calling 304- 243-4025 after January 21st.

Bidders are advised that on this Project, each bid shall be accompanied by a certified check payable to the Wheeling Park Commission for 5% of the total bid. In lieu of a certified check, a Bid Bond for 5% of the total bid will be acceptable. Each person or firm submitting a bid for any portion of the work shall include their West Virginia Contractor’s License number and shall provide a current copy of their West Virginia Contractor’s License with their bid. No Bidder may withdraw their Bid within sixty day of the actual opening thereof. The successful Contractor and Subcontractors must comply with all rules and Regulations of the West Virginia Workers’ Compensation Commission, and must be able to provide proof of general liability and automobile liability insurance that meets the minimum requirements as found in the Project Manual.

The Wheeling Park Commission reserves the right to delete any or all portions of the Bid, waive any informalities or minor defects, and reject any or all bids.
