ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Water System
Improvement Project – Contract #2 – Proposed Tank
Replacement will be received, by the Paden City
Municipal Water Works at the office of The Thrasher
Group, Inc., located at 600 White Oaks Boulevard, P.O.
Box 940 Bridgeport, Harrison County, WV 26330 until
2:00 pm local time on Thursday, March 4, 2021.
Immediately following the scheduled closing time for the
reception of Bids, all proposals which have been
submitted in accordance with the conditions of the
Contract Documents will be publicly opened and read
aloud through live-stream, as social distancing
guidelines will be followed. A link for the live-stream of
the Bid Opening will be provided via Addendum.
The approximate quantities of work to be bid upon are
de-scribed as follows:
1 LS Mobilization/Demobilization, 1 LS Erosion and
Sediment Controls, 1 LS Demolition of the Existing
North Tank, 1 LS Demolition of Existing Overhead
Electric Line & Service Entrance Pole, 1 LS Demolition
of Existing Three (3) South Tanks, 1 LS Test Pit, 2 EA
Cut & Plug Existing Water Line, Complete, 1 LS Site
Grading and Preparation, 1 LS Site Access Road
Grading and Preparation, 1,300 LF 42″ Diameter Drilled
Caissons, 2 EA 470,000 Gallon Water Storage Tank
Concrete Foundation Slab, Complete in Place, 2 EA
470,000 Gallon Water Storage Tank, Complete in Place,
1 EA Concrete Valve Vault, Complete in Place,
Including All Necessary Vault Drains, 40 LF 8″ Water
Pipe 235, 1 LS New Overhead Electric Service,
Including New Service Entrance Pole, 1 LS Radio
Telemetry, 585 LF 6′ Chain Link Fence with (2) 8′ Swing
Gates, 1 LS 6″ of Crusher Run Stone, 1 LS Trees as
shown on Sheet 11A.
The Work will be substantially completed within 330
calendar days after the date when the Contract Times
commence to run, and completed and ready for final
payment within 365 days after the date when the
Contract Times commence to run. Liquidated damages
shall be $1,000 per day.
The Issuing Office for the Bidding Documents is: The
Thrasher Group, Inc., 600 White Oaks Blvd., Bridgeport,
WV 26330. Prospective Bidders may examine the
Bidding Documents at the Issuing Office on Mondays
through Fridays between the hours of 8:00 am to
5:00 pm, and may obtain copies of the Bidding
Documents from the Issuing Office as described below.
Complete sets of Bidding Documents may be obtained
from the office of Thrasher, 600 White Oaks Boulevard,
P. O. Box 940, Bridgeport, WV 26330, for the following
costs:
¯Bidding Documents issued as hard copy drawings,
hard copy specifications, digital drawings and digital
specifications on a C.D., are available for $200.00 per
set.

Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available
from the Issuing Office. Neither Owner nor Engineer will
be responsible for full or partial sets of Bidding
Documents, including Addenda if any, obtained from
sources other than the Issuing Office.

A two envelope system will be used.
Envelope No. 1 must have the following information
presented on the front:
Name and address of Bidder
Bid on Contract – Water System Improvement Project
Contract #2 – Proposed Tank Replacement
Received by the Paden City Municipal Water Works.
Envelope No. 2 labeled “Bid Proposal” shall also be
placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening
Requirement items checked for compliance as outlined
on the Bid Opening Checklist on page BOR – 1 of these
contract documents. If such documents are found to be
in order, Envelope No. 2 “Bid Proposal”, will then be
opened and will be publicly read aloud. If the
documents required to be contained in Envelope No. 1
are not in order, Envelope No. 2 “Bid Proposal” will not
be opened and the Bid will be considered
non-responsive and will be returned to the Bidder.
A bidder may not withdraw his bid for a period of ninety
(90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid
bond payable to Paden City Municipal Water Works in
an amount equal to five percent (5%) of the base bid.
Nondiscrimination in Employment – Bidders on this work
will be required to comply with the President’s Executive Order Number 11246 and the provisions of Executive
Order No. 10925 as included therein. The requirements for bidders and contractors under this order are
explained in the specifications.
Contractor is required to provide the Drug Free
Workplace Certification in accordance with WV
Code 21-1D-5.
All Bidders are required to have a West Virginia
Contractor’s License per Section §21-11-11 of the
West Virginia Code.
Bids received after the scheduled closing time for the
reception of bids will be returned unopened to the
bidders.
The City of Paden City reserves the right to reject any
and all bids.

conference call is highly encouraged but is not

Section 746 of Title VII of the Consolidated
Appropriation Acts of 2017 (Division A- Agriculture,
Rural Development, Food and Drug administration, and
Related Agencies Appropriations Act, 2017) applies an
American Iron and Steel requirement to this project. All
iron and steel products used in this project must be
produced in the United States. The term “iron and steel
products” includes, but is not limited to the following
products made primarily of iron or steel: lined or unlined
pipes and fittings, manhole covers and other municipal
castings, hydrants, tanks, flanges, pipe clamps and
restraints, valves, structural steel, reinforced precast
concrete, and construction materials.
