NOTICE OF PUBLIC HEARINGS

COMMUNITY
DEVELOPMENT BLOCK GRANT CORONAVIRUS RESPONSE (CDBG-CV)

The Corporation of Shepherdstown, through its Grant Committee, is conducting public hearings regarding available
Community Development Block Grant Coronavirus Response (CDBG-CV) funding. The purpose of these public hearings is to provide an opportunity for public engagement and input. The Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed on March 27, 2020. As a result, the U.S. Department of Housing and Urban Development (HUD) allocated to the State of West Virginia $11,872,752.00 to be made available statewide to cities and counties for certain Coronavirus relief funding. The State of West Virginia Department of Community Advancement and Development (WVCAD), a division of the West Virginia Development Office, is
accepting applications from qualifying Units of General Local
Government (UGLG) to help in the prevention of, preparation for, and response to the Coronavirus in communities throughout the State. All applications that meet a National Objective, Eligible Activity, and prevent, prepare for, or respond to the Coronavirus will be
reviewed. WVCAD is
making funding available for applicants in the
following categories:

Public Facilities, Public Services and Planning.

The Corporation of Shepherdstown, through its Grant Committee, and in possible partnership with Shepherdstown Shares, a qualified non-profit organization,
intends to apply for this grant funding for the
following public service purposes: (1) Support operations of food banks/pantries including staffing, supplies, utilities, maintenance, sanitary maintenance, and insurance; and (2) Provide emergency payments (no more than 6 months) on behalf of individuals and families to prevent
homelessness, including utility payments to prevent cutoff of service and rent/mortgage payments to prevent eviction.

The grant application is due by 5:00pm on March 12, 2021. The first public hearing, to be held via Zoom on Thursday, February 25, 2021, at 6:30pm, is to obtain the views and proposals of
citizens regarding
community and housing needs of low and moderate-income
persons.
Public comments following that hearing will be
accepted until 5:00pm on Tuesday, March 2, 2021. The second public hearing, to be held via Zoom on Saturday, March 6, 2021, at 3:00pm, is to obtain citizen input, comments or opinions regarding the grant application and the program or project performance. Public comments following that hearing will be accepted until 5:00pm on Thursday, March 11, 2021.
