RESTORATION
Sealed proposals for the Fort Henry Building, Window Restoration will be received by McKinley and Associates on behalf of Fort Henry LLC at 32 Twentieth Street, Suite 100 in Wheeling, WV until 2:00 p.m. local prevailing time on Thursday, November 12, 2015. The bids will be compared as to quality, thoroughness, and cost by the Owner and McKinley & Associates, Inc. Bids are being solicited for all the Work of the Project. The Work of this Project includes the following general elements:

Project Scope: Exterior and interior restoration of existing wood windows of various types and sizes; new matching wood windows and dutchmen components are to be fabricated if window(s) cannot be restored.

The project completion date is no later than Midnight on February 29, 2015. All work must be reviewed and approved by the West Virginia State Historic Preservation Office before Substantial Completion. Contractors will be selected based upon (1) cost, (2) experience with similar historic preservation projects, references required and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.

The contractor must be licensed to perform work in the City of Wheeling and will obtain all relevant building permits.

Copies of the Bidding Documents will be available on or after October 22, 2015 at the office of the Architect, McKinley & Associates at the address noted below, upon payment of $50.00 per set.

A MANDATORY Pre-Bid Meeting will be held at the Fort Henry Building site on November 4, 2015, at 10:00 am local prevailing time, for the purpose of familiarizing Bidders with bidding requirements.

Partial funding for this project is being provided by the WV State Historic Preservation Office. All applicable federal, state and local laws, rules, and regulations apply.

A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the Fort Henry LLC, in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.

No accepted Bid shall be waived or returned because the Bidder failed to, or cannot comply with all requirements as set forth in the Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} Performance and Labor and Material Payment Bond in the amount of the contract price.

Bids may not be withdrawn for a period of ninety (90) days without the consent of the Owner.

Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts or agreements.

To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in their best interest.
