FOR BIDS
Sealed Bids for the construction of the Grand Vue Park RV Park will be received, by the Grand Vue Park, at Grand Vue Park, 250 Trail Drive, Moundsville, WV 26041, until 11:00 am local time on April 15, 2021, at which time the Bids received will be “publicly” opened and read.
The Project consists of mass earthwork to establish a 1,800 LF asphalt access road and pads for 40 stone surface RV camp sites. The construction includes approximately 54,000 CY of earthwork, 300 LF of 18-inch storm sewer, 3 storm inlet structures, 1 permanent storm water basin, 7 sanitary manholes, 1,930 LF of 4-inch gravity sewer line, 510 LF of 6-inch gravity sanitary sewer line, 930 LF of 8-inch gravity sewer line, 2,000 LF of 3-inch force main sanitary sewer line, 1 duplex grinder pump station, 2,100 LF of 6-inch waterline, 2,015 LF of 3/4-inch waterline, 3 fire hydrants, 3 bath house facilities, and other miscellaneous items necessary to complete construction.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 4:00 pm.
Bidding Documents may also be examined at the office of Civil & Environmental Consultants, Inc (CEC), 600 Marketplace Avenue, Suite 200, Bridgeport, WV 26330 on Mondays through Fridays between the hours of 8:00 am and 5:00 pm. CEC may be reached at 304-709-2332 or by email at [email protected].
Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available electronically via email/ftp link (as portable document format (PDF) files) free of charge. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non – refundable cost of printed Bidding Documents is $300 per set, payable to Omni Associates, plus a non – refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A mandatory pre-bid conference will be held at 11:00 am local time on Tuesday, April 6, 2021 at the Grand Vue Park Office, 250 Trail Drive., Moundsville, WV 26041.
Bid security shall be furnished in accordance with the Instructions to Bidders.
