NOTICE OF PUBLIC HEARING CITY OF
MARTINSBURG, WV

FY 2020 ANNUAL
ACTION PLAN

SUBSTANTIAL
AMENDMENT

Notice is hereby given that the City of Martinsburg, Berkeley County, WV will hold a public hearing on Thursday, May 13, 2021 at 6:30 PM, prevailing time, in the J. Oakley Seibert Council Chambers, Martinsburg City Hall, 232 North Queen Street,
Martinsburg, WV 25401. The Martinsburg City Hall and the J. Oakley Seibert Council Chambers are
accessible to persons with physical disabilities. If special arrangements need to be made to accommodate citizens in order for them to participate in the public hearing, please call Ms. Nancy Strine, CDBG & HOME Administrator,
City of Martinsburg, at (304) 264-2131, ext. 278 to make those
arrangements.

The purpose of this public hearing is to present a substantial amendment to the City of Martinsburg’s FY 2020 Annual Action Plans for the use of
Community Development Block Grant funds.

The City of Martinsburg adopted its FY 2020 Annual Action Plan and Budget for the use of CDBG funds on July 9, 2020. In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Annual Action Plan and Budget in accordance with the City’s Citizen Participation Plan.

The City has determined that it is necessary to amend the approved FY 2020 CDBG program year since the funding is being transferred from one
eligible activity to another eligible public improvement activity and a new activity is being added.

The amendment to FY 2020 CDBG Annual
Action Plans is
proposed as follows:

FY 2020 Activity

* CDBG 20 03– City of Martinsburg – Street Paving/ADA Curbs -decrease the $222,718.00 line-item budget amount by $60,000 for a revised budget amount of $162,718.

Add an eligible activity:

* CD 20-12 – Martinsburg Parks and Recreation – 251 East Burke Street Parks to put a half of basketball court on the south side and build a passive park and walkway on the North Side- $60,000.

Copies of the Substantial Amendment are on public display, during normal operational hours for
viewing by the public for a period of 30 days beginning on Monday, April 12, 2021 and ending Thursday, May 13, 2021 at the following locations:

The Substantial
Amendment will also be posted on the City of Martinsburg’s website under Community Development http://cityofmartinsburg.org/
community-development/

All interested citizens are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed amendment on the use of CDBG funds under the FY 2020 Annual Action Plan. If you are unable to attend and would still like to comment you may do so on a virtual platform or email your comments.
