NOTICE OF SECOND and
FINAL PUBLIC
HEARING AND DISPLAY
OF THE FY 2021
ANNUAL ACTION PLAN

Notice is hereby given that the City of Martinsburg, Berkeley County, WV will hold a public hearing on Thursday, May 13, 2021 at 6:35 PM, prevailing time, in the J. Oakley Seibert Council Chambers, Martinsburg City Hall, 232 North Queen Street, Martinsburg, WV 25401. The Martinsburg City Hall and the J. Oakley Seibert Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate any resident in order for them to participate in the public hearing, including translation services, please call Ms. Nancy Strine, Community Development Administrator, City of Martinsburg, at (304) 264-2131, ext. 278 to make those arrangements, or for persons who may have a hearing impediment,
please contact 711 for the TTY/TTD relay.

The purpose of the public hearing is to present the City of Martinsburg’s FY 2021 Annual Action Plan for the use of CDBG and HOME funds. The City intends to submit its FY 2021 Annual Action Plan in the amount of $348,527 for Community Development Block Grant (CDBG) funds and $508,352 in HOME funds for the Eastern Panhandle HOME Consortium. The FY 2021 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before May 21, 2021.

In order to obtain the view of residents, public agencies and other interested parties, the City of Martinsburg will place its FY 2021 Annual Action Plan on public display on
Tuesday, April 13, 2021 through Thursday, May 13, 2021, at the
following locations:

Court House
100 West King Street

Martinsburg Public
Library
King and Queen Streets

This document will be available during normal business hours of operation for a period of thirty (30) days until May 13, 2021. The FY 2021
Annual Action Plan will be submitted to the
Martinsburg City Council for approval at its regularly scheduled City Council Meeting on May 13, 2021.

The FY 2021 Annual
Action Plan was prepared after conducting an initial public hearing on the housing and community development needs, meetings with the
City’s Budget and Finance Committee, meetings with City staff, and the Eastern Panhandle HOME
Consortium Council of West Virginia.

activities are proposed for funding under the FY 2021 Annual Action Plan:

If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement.
Furthermore, the City is responsible for replacing all low- and moderate-
income housing units that may be demolished or converted as a result of CDBG funds.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed use of Federal funds under the FY 2021 Annual Action Plan. Written comments may be addressed to
