PUBLIC NOTICE
WEST VIRGINIA MEDICAID PROGRAM STATE PLAN AMENDMENT REGARDING TEMPORARY REDUCTION IN THE REIMBURSEMENT RATES FOR NON- STATE- OWNED NURSING FACILITIES; MAKING APPRAISALS DISCRETIONARY
Pursuant to 42 U.S.C. Section1396a(a)(13)(1997) and 42 C.F.R. Section 447.205, the Department of Health and Human Resources “Department”, Bureau for Medical Services (“Bureau”) provides notice of the filing of a state plan amendment to modify reimbursement to, and appraisal of, West Virginia non-state-owned nursing facilities.
Effective October 1, 2015, the Bureau will revise its methods and standards for determining payment rates for non- state-owned nursing facilities. Specifically, the Bureau is going to temporarily reduce the Medicaid reimbursement rates for non- state-owned nursing facilities by $2.75 per patient day between October 1, 2015 and June 30, 2015. Additionally, the Bureau will make appraisals of non- state- owned nursing facilities discretionary.
The purpose and rationale for this plan amendment regarding the rate reduction is to create a short term cost-savings measure for the Medicaid program. The purpose regarding making appraisals discretionary is to provide the Bureau of Medical services flexibility in determining whether appraisals of facilities are necessary to appropriately calculate the nursing home rates.
This plan amendment is expected to result in an estimated savings of $1.4 million in fiscal year 2016.
